Description

The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a purchase order to ORBIS, Inc., MT. Pleasant, South Carolina for the integration of logistics data and components into the execution year and out-year budget decision process. This acquisition is unsuitable for full and open competition for the following reason: ORBIS is the only known source with the unique blend of capabilities and experience in Mine Warfare operational processes, risk assessment, process engineering and change management to complete the required tasking in the required time frame. The unique knowledge available within ORBIS provides a knowledge base that would require an extensive learning curve if performed by another contractor.
