Description

Technical services to support NUWC Division Newport, RI's Propulsion Test Facility (PTF), consisting of approximately seventeen test areas/research labs). Anticipated efforts include: operational support such as installing/interfacing test items; conducting all test procedures; documenting test results; performing preventative and routine maintenance of all equipment and facilities; analyze current test facility capabilities, make recommendations for improvements; and install/checkout new systems; conduct component/system failure analysis; maintain and update all operating procedures for all facility systems; develop/maintain developmental, design, and product engineering drawings for programs, systems and components; investigate environmental impact of proposed actions and test events; provide inventory and logistics services; implement and manage quality assurance programs and inspection systems. Contract type is definitive, Cost Plus Fixed Fee, with estimate level of effort over five years period of performance of 289,450 labor hours. "Key" labor categories include: Chemist III; Design Engineer III; Design Engineer IV; Electrical/Electronics Engineer III; Mechanical Engineer III; Systems Engineer III; Admin. Manager IV; Program Manager II; CM Specialist III; Electrical/Electronics Technician VI; and, Mechanical Technician VI. Period of performance to start 01 FEB 2002. Procurement represents a follow-on to N66604-97-C-1153, competitively awarded to BAE Systems Applied Tech. of Rockville, MD (formerly Vitro Corp.). Service Contract Act applies. Award scheme: Best Value, with technical evaluation factors of Personnel; Past performance; and Facilities. Security Clearance to SECRET level is required. Solicitation is Unrestricted. During performance the contractor is responsible for obtaining proper certifications for its employees to handle explosives and OTTO Fuel II. Anticipated RFP release date is 18 JUL 2001.
