- GSA/FTS, Region 5 is announcing its intent to issue a procurement as a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation, reference Number GS05T01BQ0008. This RFQ document and incorporated provisions and clauses are those in effect through FAC 97-23. NAICS Code 513390 applies. Size standard is $11 Million. This requirement is to furnish, install, test and document the upgrade of the United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) Midwest Regional Office (MWRO), 77 West Jackson Blvd., Chicago, IL. The project will change the USDA/FNS MWRO from Token Ring to an Ethernet environment. Project 1: Category 5 Enhanced Cable. The contractor shall furnish, install, test and document 200 Category 5 Enhanced cable runs for data connections. Locations are mainly one cable; however, there are approximately nine 2-cable locations, two 3-cable locations, one 4-cable location, and two 6-cable locations. The contractor shall: Furnish and install Category 5 Enhanced cable 200 runs. 4-pair, plenum rated, non-shielded -- with a certified data rate of 100 MHz over 22 or 24 AWG. All installed wire will be tested by the contractor and guaranteed to meet industry standard Ethernet connectivity at speeds up to 100MHz. Cable will run in the floor. Floor troughs can accommodate additional wire. Furnish and install 200 Category 5 Enhanced jacks with faceplates. Each faceplate will be mounted in the furniture raceway or in a surface mounted back-box. [Government does not anticipate that modular furniture will need to be disassembled.] Furnish and install one 19-inch relay rack with vertical wire managers on each side in the telephone closet. Furnish and install five 48-port Category 5 Enhanced patch panels in the telephone closet. Furnish and install necessary conduit, hangers, etc. Terminate and test each cable run. Guarantee the data drops from the Computer room to desktop met Cat 5 Enhanced minimum standards, using a CAT 5 probe. Provide printout of test results. The faceplates and patch panels shall be clearly labeled at each end employing a uniform marking system that provides a common reference number label from the user's wall jack, individual wire run, and termination port in the computer room. OPTIONAL Project 2: Fiber Optic Cable THIS IS AN OPTIONAL REQUIREMENT. THE GOVERNMENT MAY OR MAY NOT DECIDE TO AWARD THIS PROJECT. PROPOSAL COSTS ASSOCIATED WITH THE FIBER MUST BE SEPARATED FROM CAT 5 PROJECT COSTS. The contractor shall: Furnish and install one 12-strand, multimode fiber optic cable from the telecommunications closet on the 20th floor to the East computer room also on the 20th floor. [approximately 30 to 40 meters]. Furnish and install necessary Interduct. Furnish and install two rack mount fiber optic patch panels, to include couples and covers. Furnish and install 24 ST connectors. The contractor shall test all fiber after termination and guarantee the fiber to meet industry standards. Provide printout of test results. Fiber pairs will be marked, discernible at both ends of termination with labels [or color-coded] on the fiber and connectors. Additional Requirements All work is expected to meet industry standards for installation, labeling, testing and documentation. The contractor shall obtain any necessary permits. Guarantee the installation for 3 years. The Contractor will be responsible for repair or replacement of any damage done to either facility or furnishings during the installation. The contractor will be responsible for trash removal and clean up in installation areas. The contractor will be responsible for providing all installation tools and equipment. Deviations are authorized only if approved by the Contracting Officer. The Government will provide a secure storage space for the materials used during this project. Site Survey. For site survey appointment, call Mr. Gus Garvajal at 312.886.4650. Deliverable Information and Schedule . The contractor shall deliver a fully installed, tested and operational network as has been described in Projects 1 and 2 above. Test results for all CAT 5 Enhanced cable and fiber optic wiring installed will be provided in a formal document, along with a letter certifying that the wiring was properly installed, labeled and ready for use, with an installation guarantee of three years. Provide pricing for PROJECTS 1 AND 2 SEPARATELY. The deliverable must meet the requirements. The GSA PM/COTR and the Client Representative [CR] will accept or reject the deliverable. The PM/COTR has the right to reject or require correction of any deficiency(s) found in the deliverable that are contrary to the information contained in the contractors' accepted proposal. The contractor will be notified in writing by the PM/COTR of the specific reasons why the deliverable is being rejected. Deficiencies of a minor technical nature will be evaluated by the CR and the GSA PM/COTR to determine its significance, which could lead to rejection of DRAFT deliverables. The contractor shall propose a schedule for installation with the due dates expressed in weeks. This proposal shall accompany the task proposal. The contractor's deliverable schedule shall apply for all deliverables unless changed or modified by the contracting officer. Expertise. The installation staff must possess substantial experience and knowledge in the installation of CAT 5 Enhanced cable and fiber optic cable networks. Government Furnished Resources. The Government will supply all available documentation to assist in performance of this task. All Government resources will be returned to the CR upon completion of this task. The client agency will assume responsibility for the content of documentation materials specified under Government Furnished Resources. Any changes to this material will be the responsibility of the client agency and may require a Task Order amendment. The Government will furnish the required office space for the Contractor to perform any compilation of information gathered and provide a secure staging area for Contractor-owned materials and equipment as required. The Government will provide an acceptable introduction to key Government personnel involved in the performance of this task. This introduction will take place during the Kick-Off Meeting. The Client Representative (CR) for this task or designated alternate will be available as needed for the duration of the project. The designated person(s) will be able to direct the Contractor to the appropriate technical expert(s) in the agency that can answer any technical questions in relation to this task. The contractor shall not disclose or release to other than government authorized persons or activities, the content of any government software, procedures or information provided to the contractor. The contractor shall identify in its technical proposal a listing of documentation and information sources it determines will be required to prepare the task deliverables. Hours of Work: The work shall be accomplished during normal duty hours, 8:00 am to 4:30 PM, Monday through Friday, except Federal Holidays, or as directed by the GSA PM/COTR, with written authorization from the Contracting Officer. Security and Privacy. Clearances. There are no secure areas. Privacy Act. The use of any information that is subject to the Privacy Act shall be utilized in complete accordance with all rules of conduct as applicable to Privacy Act Information. General/Miscellaneous .No work can be accomplished on this task until a start date letter has been received from the contractor and the contractor has been notified to proceed from the GSA ACO. Successful completion of this project is dependent on close cooperation and coordination between the contractor and government personnel. GSA will perform management of this task through its client agency's CR. A permanent CR will be established for all government contractor meetings, directions and product deliverables. The CR shall be capable of providing all technical assistance and clarification required for the performance of this task. The USDA client representative has been briefed on the avoidance of personal services and those actions that represent personal services. The contractor shall utilize and adhere to the standards and references identified to accomplish the task deliverables. Kick-off Meeting. The Contractor shall initiate work on this Task Order by meeting with key client agency representatives to ensure that a common understanding of the requirements, expectations, and ultimate end products exists between all parties. The Contractor shall discuss the overall understanding of the project, and review the background information and materials provided by the client. Discussion will also include the scope of work, deliverables to be produced, how the efforts will be organized and the project conducted, assumptions made, and expected end results. A concerted effort shall be made to gain a thorough understanding of the client agency expectations. However, nothing discussed in this or in any other subsequent meetings or discussions between the client and the Contractor shall be construed as adding, deleting, or modifying any Task Order requirements, including deliverables and due dates without a written modification issued by the Administrative Contracting Officer. Weekly Status Briefing. The contractor shall brief [orally] the CR on the progress of the installation on a weekly basis. The brief shall include identified problem areas and a recommended solution. Standards and References. National Industry Wiring Standards and Practices of the National Electrical Code [NEC] Local Building Codes Local Safety Codes. Performance period is not to exceed six weeks from award of task but shall be completed not later than September 14, 2001. FAR 52.252-2 applies to this acquisition.
