This synopsis is being utilized as a tool to request information from industry's interested sources. This CBD announcement does not constitute a solicitation for proposals nor does it restrict the Government as to the ultimate acquisition approach. This announcement should not be construed as a commitment by the Government to enter negotiations for the award of a contract nor should there be any expectation by a contractor to be reimbursed for any costs incurred in responding to this CBD announcement. Participation in this market survey is strictly voluntary and at no cost to the Government. The intent of this announcement is make notice that the Department of Interior, National Park Service, Denver Service Center, P.O. Box 25287, 12795 West Alameda Parkway, Denver, CO 80225-0287 intends to negotiate a sole source Indefinite Delivery/Indefinite Quantity procurement with the Olin Partnership located in Philadelphia, PA. The effort is for a follow-on contract for Title I, II and III design services at the Independence Visitor Center in Independence National Park in Philadelphia, PA. Olin Partnership was awarded a contract on May 27, 1997 for a base year plus four Option Years. During the course of the contract performance, the Government inadvertently allowed the contract to lapse. The primary work from the original contract involved urban/historic landscape planning, evaluation of existing conditions, confirmation of programmatic and functional requirements for all stakeholders of Independence mall, master planning for site development work, and preparation of design guidelines for the first, second, and third blocks of Independence Mall, and detailed landscape design for all three Blocks of the Independence Mall. Much of this work has been completed already. The estimated remaining areas of work include: continued confirmation of programmatic and functional requirements for all stakeholders of the Independence Mall, master planning for site development work, schematic design, design development and preparation of construction documents for site development, and construction administration, for the Independence Mall and other parts of Independence National Historical Park. It is the opinion of the Government that the conceptual design developed, and being implemented, by Olin in partnership with the National Park Service is of sufficient importance and intimate complexity, combined with the short time remaining to completion of the project of less than one year, that it is in the best interest of the Government to complete a sole-source negotiation with Olin Partnership in order to continue the effort to completion without transition to a new contractor. It is estimated that the total value of Task Orders to be written against this contract will be less than $ 1,000,000. The performance period for the contract will be from date of award through May 26, 2002. This completion date is consistent with the date that the original contract's Option Year 4 would have expired.
