Description
Project Description: (DACA31-01-R-0039) 1. Contract Information: Firm-Fixed Price Architect-Engineer Indefinite Delivery Type (Master and Environmental Planning) Contract for U.S. Army Garrison Fort Belvoir, VA, for use also throughout the Baltimore District. Contract will be for a maximum 12-month period and will contain options to extend for two additional periods. The contract amount for the base period and any option period will not exceed $1,000,000.00 each period. Individual task orders shall not exceed the annual contract amount. Applicable NAICS code 541330 (SIC 8711) and size standard is $4,000,000.00. This procurement will be unrestricted and is NOT a small business set-aside. When one or more A-E Indefinite Delivery Type contracts will similar scopes of work exists, the basis for selecting an A-E firm for a specific delivery order will be based on several factors: current capacity of the contracts, ability of the A-E firm to perform the task in the required time, any unique specialized experience that the A-E can offer, and performance and quality of deliverables under the A-E's current IDTC along with customer responsiveness. While this process is necessarily a "subjective" process, the intent of the contract is to satisfy customer needs in an expeditious and cost effective manner. The concentration of the work will be for Fort Belvoir, VA but this contract may be used throughout the Baltimore District. 2. Project Information: Facility planning work to be performed under this contract will include, but will not be limited to preparing and updating the Short and Long Range Master Plan; managing real property, real estate actions, space utilization, traffic analysis, NEPA analysis, GIS mapping requirements, DD Form 1391 documents and Major Construction Army (MCA) projects. The previously described work may require some or all of the following disciplines: general, architectural, civil, environmental, geotechnical, chemical and mechanical engineering; traffic engineer; ecologist; historical architect; planner; cost estimator; drafting and computer operator for systems including but not limited to IFS (Integrated Facilities System-DA system for recording and managing real property), RPLANS (Real Property Planning and Analysis System) and HQIFS (Headquarters Installation Facilities System); landscape architect, architect. Specific tasks may include, but are not limited to siting analysis for new facilities; small area master plan development; long-term infrastructure capability analysis; planning; real estate actions and space utilization, land use planning, air conformity evaluations, topographic surveying and GIS mapping. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business concern, a subcontracting plan will be required with the proposal to the solicitation. It shall be consistent with Section 806(b) of PL100-80, 95-507, and 99-661. A minimum of 35% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of total planned subcontracting dollars shall be placed with small disadvantaged businesses including Historically Black College and University or Minority Institutions, 8% with women-owned small businesses, 2.5% with HUBZone small businesses and 3% with veteran-owned small businesses. The subcontracting plan is NOT required with this submittal. 3. Selection Criterion: See Note 24 for general Architect-Engineer selection process. The lead A-E firm should have the capabilities either in-house or through the use of subcontractors to provide the following: general, architectural, civil, environmental, geotechnical, chemical and mechanical engineers; traffic engineer; ecologist; historical architect; planner; cost estimator; drafting and computer operator for systems including but not limited to; landscape architect, architect. The lead A-E firm must show recent in-depth knowledge and experience with federal, state and Commonwealth of Virginia environmental statutes, including Clean Air Act (CAA), National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Clean Water Act (CWA) and in obtaining regulatory permits, environmental assessments and impact statements. Firms must demonstrate knowledge of Commonwealth of Virginia regulations on air quality, storm-water and real estate requirements. In addition to the above, the selection criterion for consideration will also include (1) experiences in preparing plans, specifications and other planning, real estate and environmental documents; (2) location of an office and subcontractors close to Fort Belvoir with the identified expertise at these locations; (3) computer capability, including IFS (Integrated Facilities System-DA system for recording and managing real property), RPLANS (Real Property Planning and Analysis System) and HQIFS (Headquarters Installation Facilities System), 1391 processor, Intergraph, CAD and GIS capability; (4) capacity to accomplish work orders within required time-frames; (5) past performance on Department of Defense (DoD) contracts in terms of cost control, design awards and meeting established schedules. 4. Submission Requirements: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work MUST submit SF255 and SF254 for the prime and joint venture(s) and SF254 for each consultant. On SF255, block 3b, provide the ACASS number for the prime firm. On SF255, block 6, provide the ACASS number for each consultant (if available). Please note that the Baltimore District DOES NOT maintain SF254's on file. Notwithstanding the statements to the contrary in General Note 24 and Block 6 of the SF255, only SF254's submitted with the SF255 will be considered in the evaluation.
