Description

The Government intends to negotiate a Firm-Fixed Price, Requirements type Contract for 'Dairy Products' in accordance with FAR 13.5 "Test program for Certain Commercial Items" (Clinger-Cohen). The period of performance for the resulting purchase order will be for one year from time of award to include options for four (4) additional one-year periods. This procurement is being made using full and open competition. The North American Industry Classification System code is 311511, Fluid Milk products. The statement of work (SOW) and exact quantities shall be describe in exact detail on individual delivery orders. Contract line items (CLINs) are as follows: 0001 Dairy Products; 0001AA Cottage Cheese, 5 lb packages; 0001AB Fruit Drinks, lemon/lime flavor gallon; 0001AC Lowfat 1% milk 1/2 pint each; 0001AD Lowfat 1% milk (5 gallon; 0001AE Whole milk 1/2 pint each; 0001AF Lowfat Chocolate milk 1/2 pint each; 0001AG Skim milk 1/2 pint each; 0001AH Vanilla ice cream cups 4 oz dozen; 0001AJ Orange sherbet cups 4 oz dozen; and 0001 AK Lowfat chocolate milk (bulk) 5 gallon. Solicitation shall be issued on or about 13 July 2001. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil. Problems downloading materials from the wbsite could be a result of your firm not having been previously registered on the website; see registration link on the NECO website. This office will no longer issue hard copy solicitations. The Government may decide to utilize reverse auction procedures for this procurement. This is a competitive, anonymous, on-line auction in which participants will submit a series of quotes/bids that descend in price during a specified period of time. The Government reserves the right to award on initial offers regardless of the outcome from the reverse auction. In order for this office to obtain a potential offerors notification list, potential offerors are requested to submit a request to Scott Wilkins, Contract Specialist or Marlene Chambley, Contracting Officer by email or fax machine at 757/443-1424. Written requests shall include company name, point of contact, address, phone number, and email address (if available). By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal.
