- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A quote is being requested and a written solicitation will not be issued. Solicitation number F41612-01-T0116 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition is under Standard Industrial Classification code 2899, with a size standard of 500. This acquisition is being set-aside for small business. Item 0001: Provide Maintenance and Hydrostatic Testing for 150 LB wheeled Halon flightline extinguishers. Pick-up and delivery of extinguishers is required. Inspect each cylinder for rusting, pitting, or damage that may indicate possibility of cylinder failure. De-rust the inside of cylinders, clean and dry each unit in accordance with standards. Hydrostatically test each cylinder to meet all current standards set for high pressure cylinders. Provide the tearing down and rebuilding of both the charging handle and charging nozzle. Charge extinguisher with dry nitrogen to a maximum of 90 psig. Sand and paint complete exterior of each unit to the following standard: Lime Yellow, Enamel color #13670, Fed Spec MIL-C83286 and NSN 8010-01-036-3493. Provide all new manufacturer data labels and any labels required by hydrostatic testing. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR Clause 52.212-1, Instructions to Offerors- Commercial Items, (Oct 2000). It is incorporated by reference and applies to this acquisition. Each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2001) with the quotation. FAR clause 52.212-4 (May 2001), Contract Terms and Conditions-Commercial Items, is incorporated by reference and applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Mar 2000). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2001) applies to this acquisition and is incorporated by reference.
