- Description
- The Integrated Aviation Systems 21 Working Group (IAS21WG) intends to acquire on an other than full and open competitive basis, under the authority of FAR 6.302-1, the following: 52 each, improved tail rotor component kits for the A/MH-6M Mission Enhanced Little Bird (MELB) helicopter. The kits will consist of an upgraded tail rotor transmission, swashplate, bellcrank, bungee, pitch links, counterweight arms, and six inch tailboom extension. The Contractor shall be responsible for design and analysis of all components to ensure airframe compatibility and safety of flight. Static and fatigue qualification test efforts will be included. A fixed price type contract with a period of performance of approximately 48 months is anticipated. Deliveries to be FOB Blue Grass Army Depot, Richmond, KY. The intended source of supply is The Boeing Company, 5000 East McDowell Road, Mesa, AZ 85215-9797. The A/MH-6J MELB aircraft is a militarized version of the McDonnell Douglas Helicopter Systems (MDHS) 530FF helicopter. As the designer and manufacturer of the 530FF helicopter, The Boeing Company retains the rights to the proprietary data related to the design of the aircraft, its components, and the MELB conversion kit. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. There will be no solicitation issued as we intend to negotiate a contract utilizing Alpha Contracting procedures. This notice is not a request for competitive proposals; however, all responsible sources may submit a proposal which shall be considered by the agency. Proposals submitted in response to this notice are due 17 Aug 2001, 2:00 p.m. EST. and should be submitted to the Aviation Applied Technology Directorate, Attn: AMSAM-RD-AA-C (Laurie Pierce), 401 Lee Blvd., Fort Eustis, VA 23604-5577.
