Description
This proposed procurement is Unrestricted, SIC 1542 and the NAICS is 23332. This procurement is advertised as a Request for Proposal (RFP). Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Completion no later than 365 calendar days. Work consists of the construction of a 23,927 SF single story Military Entrance Processing Station, complete with all necessary site improvements and support utilities. The exterior of the building will consist of load bearing masonry/brick walls with a standing seam metal roof. Additional project work consists of the construction of site parking with access service roads. The principle function of this facility is to process applicants into the military services. This advertisement is a request for proposal that requires separate technical and cost proposals to be evaluated Best Value for award of the project. The technical evaluation criteria will be established in the RPF. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan. The subcontracting plan has to be submitted at time of proposal submittal. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998. It is imperative that all small disadvantaged business contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Contractor's requests for this solicitation will be performed through ASFI.
