- This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. In accordance with FAR 15.202, Advisory multi-step process, this presolicitation notice is in support of a market survey being conducted by the U.S. Department of Commerce (DOC) to determine potential sources capable of providing transportation services to its executive staff located at headquarters, 1401 Constitution Avenue, N.W., Washington, D.C. The purpose of this notice is to help the government find an efficient and cost-effective solution, determine cost, and identify potential firms. This notice will also help interested offerors understand DOC's objectives for acquiring transportation services and make an informed decision whether or not they should proceed with a full proposal effort. DOC anticipates that most needs can be met by the use of a four-door, six-passenger sedan. DOC does not envision the use of luxury vehicles (limousines) for this requirement. This is an original requirement and there is no historical data on which to estimate the level of effort. However, the Government's best estimate is approximately 40 trips per month. DOC's objectives for acquiring transportation services are to: (1) obtain reliable and safe service from a commercial source capable of delivering DOC staff to their destinations (200 mile radius from the headquarters site) within specified time schedules; (2) obtain a quick and easy method of ordering services, including having the service provider resolve schedule conflicts and work seamlessly with DOC staff; (3) receive service from professional and courteous drivers who are knowledgeable about the geographical Washington metropolitan area; (4) rely on road worthy and clean vehicles; (5) not have the responsibility for securing storage, parking, and maintenance for the vehicles; (6)(a) have access to transportation services during core (or critical) hours between 8:30 a.m. through 5:30 p.m., Monday through Friday, excluding Federal holidays; (6)(b) have access to transportation services during other than core hours on an "as needed" basis for the time period 7:00 a.m. through 8:30 a.m. and 5:30 p.m. through 8:00 p.m., Monday through Friday, excluding Federal holidays; and (6)(c) have access to transportation services to meet special needs on an "as needed" basis to accommodate groups larger than five; (7) have guaranteed service delivered in accordance with the above cited target response times; (8) obtain a simple pricing scheme to pay for the three types of transportation services; and (9) have data captured (i.e., passenger name(s) and trip/mileage) to help monitor services usage. Any information submitted by respondents to this synopsis is voluntary. Interested respondents should provide the following information: (A) a brief corporate summary including whether or not the business is small, small-disadvantaged, or women-owned and a listing of any current negotiated GSA schedule, government contract or commercial pricing rates; (B) a summary relating previous experience providing transportation services to support our objectives as cited above and the number of trips provided per year; (C) the technical approach that would be proposed to meet this program's objectives (see above) including advance notification for meeting the guaranteed service timeframes; (D) the financing and pricing options for proposed services; (E) whether the vendor would be available to take on new work within the next three months; and, (F) how the contractor proposes to have data captured to help monitor service. This Request for Information does not constitute a Request for Proposal. The Government does not intend to award a contract(s) based solely on the submission to this Request of Information nor does it intend to pay for any costs incurred in response to this Request for Information. Interested vendors are encouraged to respond by mail to the U.S. Department of Commerce, Office of Acquisition Services, Room 6514, 14th and Constitution Avenue, N.W., Washington, D.C. 20230, Attention: Jenista M.
