Description
The Naval Air Warfare Center Weapons Division (NAWCWD) is soliciting proposals for engineering, land use and general administrative support at NAWCWPNS China Lake, and San Nicholas Island, CA sites on a competitive 100% small business set-aside basis. This requirement was synopsized as sources sought under RFP number N68936-00-R-0129. The North American Industry Classification System (NAICS) for this RFP is 541330 with a Size Standard of $4M. This RFP is part of a Government cost comparison study under Office of Management and Budget (OMB) Circular A-76 to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this RFP will be canceled and no contract will be awarded. If a Contractor is found to be the most cost effective performing activity, an award will be make in accordance with OMB Circular A-76 in conjunction with all other applicable Navy and Government acquisition regulations. The RFP will be issued on or about 25 July 2001. The anticipated due date for proposals is 10 Sep 2001; however, the actual proposal due date will be stated in the RFP when issued. All copies of the RFP will be furnished electronically through the NAWCWD 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm. No hard copies of the RFP will be furnished unless absolutely necessary. If a contract is awarded from this RFP, a fixed price contract with a duration of five years (1 base year beginning in November 2002 and 4 option years) is anticipated. The contract will also contain a 30 day Phase-In period beginning 02 October 2002 and an optional Phase-Out period beginning 30 days prior to contract end. This RFP will require data deliverables and services for Engineering, land use and general administrative support services at NAWCWPNS China Lake and San Nicholas CA sites. The Engineering tasks are comprised of the following: 1) Pavement Inspection and Database Management, 2) Land and Topographic Surveying, 3) Concrete, Asphalt and Soil Testing and 4) Technical Reprographics Support. The pavement inspection and database management includes but not limited to inspection of runways, approach ends, taxi ways, station roads and parking lots. The land and topographic surveying includes but not limited to fieldwork, data reduction and data output/map production. The concrete, asphalt and soil testing tasks include but are not limited to: testing of concrete, asphalt and soil and maintaining a soil-testing laboratory. Tasks for the technical reprographics support include but are not limited to: preparation of and copying of reports, creating vugraphs, maintaining copier, performing documentation updates to existing records, maintaining daily use and back-up of micro-film drawings and files, preparing original drawings for micro-film, maintaining electronic database for specific improvements, indexing all drawing records in accordance with MIL STD 100; maintaining computer-generated cross reference files for drawings; preparing request forms; preparing presentation packages; act as HAZMAT coordinator, maintain MSDS database, ensure proper disposal of HAZMAT material; provide drafting services to make changes to As-Built electronic drawings and updating base utility maps and general development maps. The land use tasks are comprised of the following services: Tiered-Maintenance Report Updates and Naval Facilities Asset Database (NFADB) Maintenance. The tiered-maintenance report maintenance tasks include but are not limited to: maintaining and updating the NAWCWD tiered maintenance report, Tasks for the NFADB maintenance include, but are not limited to: ensuring that all contract and planning documentation for Property Record Card (PRC) maintenance is properly reference and archived including matching PRC data with support documentation, performing field surveys; Initiate, complete and forward Acquisition Property Records; Assist in collecting, organizing and preparing information; review, complete and enter documentation updates into NFADB database; participate in site and space planning committees. The general administrative support tasks include but are not limited to: processing timesheets, preparing travel orders, processing correspondences, maintain computerized filing system, process mail, answer phones, take messages, receive visitors and maintain/update property system and personnel processing information.
