- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends to award a Sole Source Contract to MainStream Management, a Vietnam Veteran owned small business for Cycle Process Reduction (CPR) and Business Process Reengineering (BPR) in support of a Process Reengineering and Technology Insertion initiative at the Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMSPAC). Contractor shall train and qualify members of the NCTAMS Workload Reduction Program in the following: 1. Change Acceleration Process (CAP) 2. Action Identification and Mapping (AIM) 3. Functional Action Identification and Mapping (FAIM) Questions concerning this synopsis shall be submitted by e-mail only to the attention of the Contract Specialist, Robert R. De Visser at devisser@spawar.navy.mil. Only questions or comments submitted via e-mail will be considered. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. See Note 22. The Government intends to solicit only one source under the authority of FAR 6.302. Main Stream was selected as the sole source provider for this support as an outcrop of their work on the Smart Carrier Program. Award to another contractor would result in a substantial duplication of cost the Government does not expect to be recovered through competition as well as creating unacceptable delays in fulfilling the Navy's requirements.
