Description

B -- Furnish all services, labor, materials, and equipment needed to conduct systematic evaluations of cultural resources sites within the Lower Monumental Reservoir, Snake River, Washington. The U.S. Army Corps of Engineers, Walla Walla District intends to issue Request for Proposals No. DACW68-01-R-0013 for this project. Solicitation will be issued approximately July 16, 2001. Proposal closing approx. August 15. Work includes the following: Review all pertinent site information; Develop a comprehensive evaluation strategy; Excavate sediment through escavation units or shovel test probes; Determine National Register eligibility of each site; Incorporate relevant research questions into the existing project whenever possible; Perform site recording activities as specified; and Provide a final report. Proposals will be evaluated on criteria specified in the solicitation. A tentative listing of the main evaluation factors is provided as follows, in descending order of importance: (1) Demonstrated experience of principle staff in archaeological/cultural resources theory, method and field experience; (2) Demonstrated knowledge of Northwest Plateau history/prehistory and experience in cultural resources work within the Northwest Plateau region by principle staff; (3)Project Research Design; and (4) Cost. All evaluation factors other than price, when combined, are significantly more important than price. 100% SMALL BUSINESS SET-ASIDE. Size standard for identification of small business concerns under NAICS 541990 is $5,000,000 gross average annual receipts. This synopsis is not a request for proposals, but a notice that a solicitation will be issued.
