Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Endevco of San Juan Capistrano, CA, for the purchase of one (1) Automated Absolute Accelerometer Calibration System. This system will allow NIST to further address the needs of its' customers in the area of absolute calibration of the complex sensitivity of accelerometers using sinusoidal motion. It will permit these calibrations to be performed with significantly smaller uncertainties using a single calibration system to cover a frequency range that is greater than is currently possible with any one of the existing accelerometer calibration systems. ***Sole source determination is based on Endevco being the sole manufacturer of this Automated Absolute Accelerometer Calibration System. Endevco's is the only commercially available system which subjects vibration measuring devices such as accelerometers to precisely one-dimensional purely sinusoidal motion while independently determining the absolute motion of the device and the magnitude and phase of its output to obtain the complex sensitivity of the device over a range of frequencies from 5 Hz to 20,000 Hz under computer control with an extremely small uncertainty. This is the only commercially available system that would advance NIST's current measurement capabilities. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order.***The North American Industry Classification System (NAICS) code for this acquisition is 334514, and the size standard is 500 employees.***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by July 16, 2001 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
