- USAE, Engineer Research and Development Center (ERDC) proposes to issue a sole source contract to Seco-Dyn Inc., Ontario, CA, for the purchase of one (1) complete Command and Control Gun Mount Platform and one (1) complete Gun Plate Assembly meeting the following specifications: This Statement of Work (SOW) specifies tasks required to design and fabricate a Command and Control gun mount platform (CCGMP). GENERAL REQUIREMENTS: (a) The CCGMP will support a M20.50 caliber machine gun with ammo box on a movable carriage; (b) The CCGMP will allow manual positioning of the gun and provide the ability to lock the gun at specific target locations over a thirty-six horizontal by forty-inch vertical target area employing four (4) Toggle Locks on the gun crosshead assembly. These Toggle Locks shall employ polyurethane locking contact plugs with the ability to adjust the locking forces while maintaining any desired Toggle Lock position and shall provide latching that prohibits un-locking due to gun produced vibrations; (c) The Gun Crosshead Assembly shall be provided with ground, hardened, and chrome plated plates on the forward surface; (d) Telescoping vertical post bars shall be provided with vertical adjustment of from zero to twenty-eight inches and locked by quick release pins; (e) The CCGMP with gun shall move horizontally and vertically while maintaining a gun position perpendicular to the target and allowing the firing of projectiles into the target. Overall dimensions of the CCGMP will be four feet wide by six feet high; (f) The CCGMP will allow for the gun to be fired manually or by a remote solenoid; (g) The CCGMP components will be easily assembled and require minimal tools. The use of quick release pins is desired. Component pieces will be man portable weighing less than fifty pounds with a total combined weight of no more than two hundred-fifty pounds; (h) The CCGMP shall be able to be employed on ground surface that is not level and self-adjusting supports shall be employed. These supports shall provide means for attachment to concrete surfaces; (i) The CCGMP shall be able to be employed without attachment to the target; (j) The CCGMP shall provide sufficient stability and rigidity to allow for shot impact groupings of 0.50 inch at a six-foot muzzle distance from the target. This shall produce a finished hole diameter of approximately two inches. The muzzle distance from the target shall be adjustable from three foot to six foot in six-inch increments; (k) The CCGMP shall provide tie-down points for additional anchoring. SCHEDULE: Delivery is projected to be five to six months after contract award. This system is the only known system of this type that meets or exceeds the minimum selection criteria and the procurement of all systems are critical to the Corps of Engineers' Geotechnical/Structures Laboratory (Concrete and Materials Branch) Research and Development Program. A firm fixed-price contract will be awarded utilizing the Simplified Acquisition Procedures. Any other responsible source able to provide the supplies referenced above is encouraged to respond to this announcement within 15 days after its publication. This is not a request for quotations and there is no solicitation available at this time. See numbered Note 22.
