- [Commerce Business Daily: Posted on CDBNet on June 15, 2001] From the Commerce Business Daily Online via GPO Access [cdbnet.access.gpo.gov] THIS SOLICITATION IS BEING ISSUED ON AN "UNRESTRICTED BASIS INVITING FULL AND OPEN COMPETITION AND IS A TWO-STEP DESIGN-BUILD CONSTRUCTION CONTRACT N68950-01-R-0006. NOTE: THIS PROJECT IS SUBJECT TO THE NAVY'S ACQUISITION OF THE VETERAN ADMINISTRATION LAND WHERE THE BARRACKS WILL BE CONSTRUCTED AND PASSAGE OF THE FY2002 APPROPRIATIONS BILL. Phase I RFP is now available for viewing and downloading at the following internet address -- http://www.esol.navfac.navy.mil; proposal due date is July 30, 2001, at 12:00 noon, Central Standard Time (CST). This solicitation is formatted as a Request for Proposals (RFP) in accordance with the requirements designated by sections of the FAR 15.203 and NAVFAC P-68 for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures of FAR 36.3. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides best value to the Government. The estimated cost of the entire project is in the range of $225,000,000 to $250,000,000 (including options). The NAICS code is 233320; size standard is $27.5 million; the FSC code is Y168. This solicitation will consist of two (2) phases. Phase I is the pre-qualification phase and evaluation will be made to determine which offerors will proceed to Phase II. Up to five (5) firms will be pre-qualified under this Phase I RFP to participate and advance ONLY to PHASE II technical solutions and price. PHASE II PROPOSALS WILL ONLY BE ACCEPTED FROM THESE OFFERORS. The names of those offerors will be posted and all suppliers, subcontractors, and contractors can contact those Prime contractors to offer any business opportunities. The evaluation factors for Phase I are as follows: Factor A-Past Performance/Technical Qualifications (A1. Design Team and A2. Construction Team), Factor B-Small Business Subcontracting Effort, and Factor C-Management Approach. Phase II will include additional technical factors and price. The Government intends on issuing the PHASE II RFP solicitation through the use of the Internet. All prospective offerors and plan rooms MUST register themselves on the web site. The download time may be excessive, but all contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and planholders list off the internet, if necessary. The OFFICIAL PLANHOLDERS LIST will be created by registration and be available from the web-site ONLY. Amendments will also be posted on the web site for downloading. This will normally be the method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB-SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. This project consists of the design and construction of two (2) recruit barracks in Fiscal Year 2002 (FY02) Military Construction Program at the Recruit Training Center, Great Lakes, IL. The Recruit Barracks P-732 & P-733 shall be a total of approximately 33,400 square meters (16,700 SM each). This project includes infrastructure (roads, sidewalks, utilities, storm drainage, railroad underpass, landscaping, etc) for a 48.7-acre tract of undeveloped land adjacent to the existing RTC campus and other incidental related work to provide a complete and useable facility. Each Barracks will provide open bay housing for 1,056 recruits, classrooms, and a pre-prepared food service and dining facility. The Government will provide the design of a similar Barracks for site-adaptation. However, the successful proposer will be required to validate the design against RFP requirements and accept design responsibility (i.e. sign and seal design drawings and specifications by registered professional engineers and architects). This RFP also includes a series of options for additional recruit barracks as follows: Option 1: FY03, P-734 / 16,700 SM, Option 2: FY04, P-735 / 16,700 SM, Option 3: FY05, P-736 & P-737 / 16,700 SM, Option 4: FY06, P-738 / 16,700 SM. Each option includes integrated site development and incidental related work to provide a complete and useable facility. Each option will be located proximate to and will be identical to projects P-732 and P-733. Award of these options will be dependent upon Congressional approval and availability of funds. The R.S. Means Construction Cost Index for the Chicago area will be applied to each of the option years costs. The index information will be applied at the time the option is exercised to reflect changes in the local economy. The project also includes options for operation, maintenance, and repair of the entire HVAC system from beneficial occupancy of the 1st barracks through beneficial occupancy of the final barracks in Option 4. IMPORTANT NOTICE: Effective 5/31/1998, all contractors submitting bids, proposals or quotes on DOD solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. This information will facilitate the Government's transition to Electronic Commerce and electronic fund transfers for payment. To make registration simple, the DOD has implemented the capability to register in the CCR through the world wide web. The CCR website can be accessed through any DOD certified value added network or http://www.ccr2000.com. All new contracts can ONLY be made to contractors who are registered in the CCR. This requirement will apply to all solicitations and awards, regardless of the media used.
