Description
This project is DESIGN/BUILD request for proposals to design and construct a minimum of 108 up to a maximum of 128 three (3) bedroom, two-story attached housing units for Junior Non-Commissioned Officers and families in duplex, triplex and quadraplex configuration. No less than five percent will be single story accessible units meeting ADA guidlines. Units will have single attached garages. The site, currently known as McDagin Park, is approximately 50 acres and is to be fully developed for storm drainage, all utilities to be underground, roadways, sidewalks, outdoor playgrounds and landscaping. A sewage lift station is required. The site contains existing sinkholes which must be considered in the design. The Government will furnish only refrigerators and ranges for contractor installation. There are no existing units to be demolished and therefore, no asbestos or lead paint abatement. Bid Options will be established for the maximum of 128 units; playgrounds, equipment, trails and shelter; and landscaping. Proposals received from this solicitation will be evaluated for best value (not necessarily low price) to the Government in accordance with the following criteria listed in descending order of importance:Administrative/Management Information (includes past experience), Technical Design, Price Proposal, Subcontracting Plan, and Past Performance Record. Estimated value is between $10,000,000 to $25,000,000. This project is available on compact disk only. There will be no charge for this solicitation. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486- based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
