Description
DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation, reference number DCA200-01-T-5064. The RFQ document and incorporated provisions and clauses are those in effect through FAC 97-27. This RFQ is issued as a HubZone setaside. NAICS Code 513310, Wired Telecommunications Carriers, Size Standard, 1,500 employees. Provide pricing for the following service. The DISA Slidell Local Exchange Carrier (LEC); BST Telecommunications (BST) presently serves DISA Slidell with a single feed OC-3 fiber optic cable. DISA Slidell has procured and manages an OC-48 SONET Fiber Optic Ring terminating with industry standard OC-3, DS-3 and STS I terminations at three (3) nodes (terminating locations). Telecommunication tariffs dictate the LEC demarc in a SONET Ring configuration to DISA Slidell at a service level of DS-3 or above. SCOPE OF WORK All equipment provided & installed will become property of U.S. Government. The service provision will provide for engineering & installation of equipment & services as follows. The vendor provided equipment would provide for de-multiplexing capabilities to effect DS-0 service for LEC provided CENTREX and various channelized DS-0 level services. 350 voice terminations are required with expansion capabilities to 500. Industry standard protection and battery back up will be required. All inside station in-house government technicians will handle wiring. The three nodes and the work requirements are as follows. REQUIREMENTS An OC-48 SONET Ring is in place to support the expanding DISA Slidell network environment for DISA Slidell/DISA COOP mission requirements and vendor is required to fully integrate all telecommunications services provided at DISA Slidell onto the OC-48 SONET Ring at 1010 Gause Blvd., Slidell, La. 70458. Two (2) of the three (3) nodes are located within DISA Slidell building 902; the third node is located in BST Central Office in Slidell, La. DISA Slidell must be able to de-multiplex the provided telecommunication service terminations to lower usable service levels of DS-1 and DS-0 and integrate all telecommunication service onto the OC-48 SONET ring. Node data is as follows. Node #1 -- BST Central Office. No vendor work to be performed at this location. Node #2 -- Computer Room 1st floor, DISA building 902. The vendor will ensure that ring connectivity is complete between nodes 2 and 3. Node #3 -- Telephone equipment room in basement; existing LEC demarc located in DISA building 902. LEC provided demarcation will be at the OC-3 and/or DS-3 level. The vendor will provide de-multiplexing capabilities to effect DS-0 (voice service) and DS-1 data service terminations. Vendor provided equipment should also have the capabilities to effect optical termination of OC-3 level service. Vendor provided equipment would provide for de-multiplexing capabilities to effect DS-0 service for LEC provided CENTREX service & other various channelized DS-0 level services. 350 DS-0 voice terminations are required with expansion capabilities to 500. Equipment will be integrated into the existing OC-48 SONET ring. Industry standard protections and battery back up will be required. Interface Considerations: All forms of upgrade must be compatible with existing OC-3. All associated engineering, required for installation, will be completed by selected vendor & available for government review and acceptance not later than 30 days after award of contract. The vendor will conduct a weekly progress meeting with DISA POC to ensure proper installation, operation or any work operation, which could result in an adverse situation and advise DISA POC of any and all unexpected delays in completion. The vendor must deliver all equipment to location of installation, and must unpack/uncrate and dispose/remove all shipping containers and materials from DISA Slidell compound. Vendor certification and government acceptance of installation & operation is required prior to vendor vacating premises. SCHEDULE. The vendor is required to furnish to DISA Slidell & coordinate with LEC, the cutover schedule from existing LEC provided OC-3 fiber service to new DISA Slidell managed OC-48 SONET Ring. All down time/out of service conditions will be conducted during mutually agreeable time after normal working hours. AVAILABILITY: Equipment must remain fully operational/available to DISA Slidell twenty- four hours day, seven days week, at least 99.6% of time. MAINTENANCE. The vendor will provide continued maintenance, for all installed equipment/cabling, under contract after warranty period for minimum of one year. Maintenance provisions will include 7x24 availability with a two hour response time turn-around to repair once a trouble call has been reported for repairs. This coincides with present Telecommunications Service Provider requirements for systems currently in use at DISA Slidell. The vendor will provide training of in-house government technicians to level of routine maintenance with addition/deletion of services. OPERATIONS & FAMILIARIZATION. The vendor shall provide operations & technical familiarization of system for in-house government technicians. The familiarization will consist of operations hands-on familiarization of all hardware/software requirements to be conducted on-site (DISA Slidell) for government designated people immediately after installation/ configuration of the equipment. SECURITY/PRIVACY CONSIDERATIONS Required hardware will be installed at DISA Slidell, a protected Government facility fully accredited according to DITSCA and it will not be used for processing classified information. Commander DISA Slidell provides physical security & Information and telecommunications systems at DISA Slidell to comply with DOD and DISA information security standards and defensive information warfare policy. INTEGRITY STATEMENT. An integrity statement is required for software. Statement is verification software will not negatively affect security of operating system. All information technology provided under, or in support of, this acquisition shall be Year 2000 compliant now. Appropriate floor space has been reserved in the basement Telephone Equipment Room and engineering drawings exist for the DISA Slidell. No special power requirements are needed except what is required to operate new equipment and what is needed for back-up power. SITE SURVEY: A site survey for all vendors will be conducted on 11 Jul 01 at 0900. All travel/personnel related expenses will be paid for by the vendor. NOTES: Maintenance will be a monthly charge initiated after expiration of warranty. For evaluation purposes on the optional CLINs assume 150 new terminations will be ordered all at once, although new terminations may be ordered at anytime in multiples of 10.
