- Description
- The U.S. Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to the Food and Agriculture Organization (FAO) of the United Nations. The EPA is FACNET certified. The NAICS code for this requirement is 541620. The purpose of this procurement is fund the Collaborative Program on the Disposal of Obsolete Pesticides in Africa and the Near East at the FAO of the United Nations for obsolete pesticide prevention activities in conjunction with current or planned disposal cleanup operations. The requirements of the Statement of Work are for the FAO to initiate or supplement prevention feasibility activities in at least two countries in Africa or the Near East where FAO disposal operations are on-going or planned and do the following: (1) research and list the causes for the initial stockpiles of unwanted pesticides in these two countries in Africa or the Near East, (2) identify appropriate steps these countries could take to prevent reoccurrence of these unwanted stocks; (3) identify source of funding to supplement implementation of these steps; (4) submit all relevant background materials that were used in developing a final report, due 09/30/2002. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only once source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, all submissions received within fifteen days after date of publication fo this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NO SOLICITATION IS AVAILABLE.
