Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for a prototype Tropospheric Airborne Meterological Data Reporting (TAMDAR) Economic Analysis Tool. The TAMDAR concept consists of sensor packages, information processors, and communications equipment carried aloft by participating aircraft that automatically report weather conditions to ground-based receiving stations. Ground-based service providers compile these data in a format suitable for distribution into a national system for dissemination of weather information. This requirement will demonstrate the feasibility of a prototype TAMDAR economic analysis tool based on commercial-off-the-shelf (COTS) decision support software and the results of the previous NASA TAMDAR feasibility study. Time correlated position and altitude data for TAMDAR equipped aircraft shall be entered into the decision aiding software to build a dynamic model of the airspace occupied, at any one time, by a fleet of independent TAMDAR equipped aircraft. Economic models for data costs, data value, and infrastructure costs shall be refined and integrated into the decision aiding software to develop "cost/benefits" functions that permit a quantifiable value to be assigned to the TAMDAR data supplied by each aircraft. The multi-aircraft, position, and altitude data shall be combined with the economic "cost/benefits" functions added to the decision support software to produce a large-scale, quantifiable metric for a candidate TAMDAR implementation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Old Dominion University Research Foundation (ODURF) who is the only responsible source and no other supplies or services will satisfy Agency requirements. ODURF is the only source with the unique combination or research skills and detailed knowledge of the TAMDAR concept who could successfully deliver the desired tool. ODURF's focus on the aviation marketplace, in particular the TAMDAR system, has resulted in a unique assemblage of aviation market analysis expertise, aviation knowledge base, tools, and business contacts that will be required to produce a product which attempts to combine all these factors in a unified TAMDAR tool. These capabilities would have to be substantially duplicated by a new vendor and these costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 13, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
