Description
The US Army, Offie of the Project Manager for Tank and Medium-caliber Armaments Systems (OPM TMAS)is seeking qualified sources for the System Development and Demonstration (SDD)/Production Qualification Test Samples and Production for a 120mm tank fired, anti-personnel canister cartridge, XM1028. The cartridge is intended to be used against dismounted Anti-Tank Guided Missile Teams (ATGM). The cartridge is to be fired from the M1A1/M1A2 Abrams Main Battle Tank with the M256 smoothbore cannon. It is the Government's intention to limit competition to US/Canadian firms. The range requirements for the canister cartridge are: 200-500 meters (threshold) and 100-700 meters (objective). The requirement is to defeat equal to or greater than 50% of a 10 man squad with 1 shot and equal to or greater than 50% of a 30 man platoon with 2 shots. The solicitation will include a requirement to meet a Performance Specification. Engineering design/ testing data performed to date will be provided for information. The SDD effort will be an 18 month effort which will culminate with a requirement for contractor to demonstrate the proposed production process by manufacturing qualification hardware and for the Government to conduct a Product Qualification Test (PQT). The contract will also contain production options: 2,000 for Low Rate Production (LRP) and contains four additional production options for a total of approximately 30,000 for full rate production. Acquisition Streamlining procedures will include posting of a draft solicitation, Request for Proposal (RFP), DAAE30-01-R-0607 at TACOM-ARDEC's "ProcNet" website, http://procnet.pica.army.mil. Potenetial offerors are invited to download and review the draft solicitation and submit comments via e-mail to jtambini@pica.army.mil for government consideration. Care should be taken to ensure timely submission of comments no later than 20 July 2001 in order to be reviewed as the potential release date of the final RFP is 30 July 2001. See numbered Note 13.
