Description
This is an amendment to the synopsis/pre-solicitation entitled Advanced Laser Ignition Technology Demonstration which was posted on May 23, 2001. You are notified that the synopsis/pre-solicitation is hereby deleted in its entirety. The Government has determined, based upon information received, to convert from sole source to full and open competition. This notice is a combined synopsis/solicitation. This announcement constitutes the only synopsis/solicitation; quotes are being requested and a written synopsis/solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Statement of Work Objective & Purpose: MSFC is investigating a new ignition concept using a laser source. Such an ignition system will be utilized in the hydrocarbon fuel rocket-based combined cycle engines and other future engines. This effort is aimed at supporting the technology development for 3rd generation space liner systems. Currently, CFD Research (CFDR) Corporation has a contract with MSFC to demonstrate a laser ignition system in actual rocket engine environments. Ultimately, success of this demonstration will lead to the design of a laser ignition unit to be used in flight. MSFC desires to establish additional requirements to the present contract with CFDR in the support of setting up a laser ignition laboratory and of conducting laser ignition experiments at Test Cell 108, Building 4583, MSFC. Requirements: 1. Contractor shall continue and complete the tasks as described on the existing contract H32391D. 2. Contractor shall furnish all necessary equipment and associated accessories to set up the laser ignition laboratory and to support laser ignition experiments at MSFC. That shall include: a. The contractor shall design, fabricate, and deliver an ambient test apparatus and a test position to MSFC in a timely manner. The test apparatus shall compose a small-size chamber equipped with an injector and optical window(s) for testing the laser ignition techniques. The test position shall include all hardware, such as brackets, tables, etc. for mounting the test apparatus for testing. b. The contractor shall supply all necessary data acquisition systems composing hardware (computers, etc.) and associated software to conduct the laser ignition experiments. The contractor shall list in details of items to be purchased under this contract and of items to be supplied by the contractor on a loan base. c. The contractor shall provide all necessary test measurements and diagnostic systems for the subject laser ignition tests. d. The contractor shall ensure the availability of the subject equipment, in a timely manner, for the project. Furthermore, the contractor shall release MSFC from any liabilities of the contractor's equipment to be used for this work. 3. Contractor shall provide all necessary engineering supports in refurbishing MSFC Test Cell 108, Building 4583, in setting up the laser ignition laboratory, in conducting the experiments, and in performing associated test data reductions. 4. Contractor shall provide technician supports with an estimate of 3 full-time work months. The subject supports shall include, but not limited to, setting the laser ignition laboratory and conducting the experiments. 5. Contractor shall design, assemble, and install pluming systems of supplying propellants and pressurization gases, for conducting experiments. MSFC will provide its available parts and the contractor shall supply the rest of needed parts for the associated test setup. 6. Contractor shall fully comply with safety and security regulations of MSFC for any on-site work activities. 7. The estimated period of performance to conduct the ignition tests and to deliver a final report for this effort is 6 months. The contractor shall inform MSFC of its work progress through bi-weekly meetings, monthly reports, and other appropriate meetings requested by the MSFC Contracting Officer Technical Representative (COTR). The provisions and clauses in the synopsis/solicitation are those in effect through FAC 97-26. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 54171 and 1000 employees, respectively. The quoter shall state in their quotation their size status for this procurement. The DPAS Rating for this procurement is DO-C9. All qualified responsible sources may submit a quote which shall be considered by the agency. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the R&D quoted will meet the Government's requirement. An ombudsman has been appointed -- See NASA Specific Note "B". It is the offeror's responsibility to monitor the Internet site for the release of modifications (if any).
