- NASA/ARC plans to issue a NASA Research Announcement (NRA) for conceptual research of alternative future, revolutionary Air Transportation Management (ATM) system concepts for the United States of America's National Airspace System (NAS). The objective of this NRA is to solicit collaborative efforts, by topical experts, to complement in-house near-term activities in identifying revolutionary ATM concepts with potentially high payoff worthy of further evaluation and deeper technical investigation. This NRA will be referred to as the "VAM Concepts NRA." The VAM project is organized into two components: 7 Systems Level Concept Development and Evaluation (SLCDE) 7 Virtual Airspace Systems Technologies (VAST) One or more awards to are intended from this NRA, with each team expected to research, prepare and deliver on time a well-defined future ATM concept aimed at NAS operation in the future (beyond 10 years). To ensure that critical ATM problems and issues are covered amongst different contractors, and that promising concepts will receive due attention for potential follow-on investigation, the awards are expected to be based on proposals that are in line with the government's future ATM operations concept guidelines and evaluation criteria. These guidelines and evaluations criteria will be provided in the NRA. More than once during FY02, proposals selected for initial review will be asked to present their concepts to NASA's AvSTAR team at public workshops and focused technical interchange meetings. NASA or its representatives will present its comparative analyses and a few (5 or less) concepts will be selected for deeper analysis and investigation. During FY03, winners of the initial phase will be asked to extend their concepts further in detail and conduct self-assessments and participate in using VAST modeling and simulation tools to support conceptual evaluation. After a comparative down-selection in FY04, one or more concepts will be selected for full evaluation and assessment. Selected concepts will be funded to participate in the activities to create a single, integrated NASA operational concept for future National Airspace System. Proposed concepts must discuss several specific issues, such as: their core ideas, the limitations of these ideas, related human factors, proposed benefits/costs and safety challenges stemming from potential integration into the NAS of the proposed concepts with discussion, in detail of human and NAS level system performance. Proposed concepts must also discuss the impact that proposed changes may have in baseline operational concepts (such as Radio Technical Commission for Aeronautics (RTCA's) 2000 operational concept) and in human operator performance as they might influence safety. The anticipated release date of the NRA (RFP2-38102) is on or about July 18, 2001. A question and answer (Q&A) session will be held near the end of July 2001 at NASA Ames Research Center. This Q&A session will be for the purpose of clarifying the functions and capabilities that NASA is seeking. A separate notice will be posted giving the date, time and place of the Q&A session. Participation in this NRA is open to all organizations or teams of organizations from industry, educational institutions, and nonprofit organizations (includes not-for-profit organizations). Communications concerning this NRA, from the receipt of proposals through selection announcement, shall be solely through the Contracting Officer.
