Description

Background "The 88 CG/SCQH, Wright Patterson AFB, OH has a requirement for a sole source contract for one year for support services for system capable of integrating with the existing PBX system being used by 88 CS/SCMTR (D-MATS). The system must have the capability of interrupting greetings by speaking the name desired or by entering the extension via Touch-Tone. It must have the capability to allow for Multi-level menus to facilitate the grouping of individuals by department, product or service. It must allow for different prompts, applications, menu choices or name lists on each port. Must be able to speed dial or page parties from personalized lists for outbound calls. Software must allow for easy editing of name lists, must facilitate the importing of name lists into the database and must make tuning name pronunciations quick and easy. Must be able to provide a detailed summary report of system usage and call handling. The system must be able to disregard superfluous words such as ""Ahh"", ""Umm"", or ""Please"". There must be the capability of having an on-line User Manual, User Tutorial, and must offer quick and easy access to help guides. The manufacturer, Phillips Voice Request, distributes its products through a network of dedicated distributors. Knowledge of the existing telephone system here at WPAFB is essential for maintenance and support. The distributor for the 12 ports, 50000-name Phillips Pure Request Enterprise Speech Recognition System is Dugdale Communications. Dugdale has a local office and is certified on all of the system software to be installed on our system and has technicians familiar with our electronic telephone system. This contract will be a Sole Source with Dugdale Communication, Inc. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. This is a sole source requirement IAW FAR 6.302-1. Authority: 10 U.S.C. 2304 (c) (1) , from only one or a limited number of source(s) and no other type of supplies or services will satisfy agency requirements. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
