Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the Commerce Business Daily (CBD). It is the responsibility of potential offerors to monitor this site for addition information pertaining to this synopsis. The Space and Naval Warfare Systems Command (SPAWAR) is seeking sources for integration of commercially available and government provided equipment and software for use in the radio rooms on OHIO (SSBN 726) and LOS ANGELES (SSN 688) class submarines. The SSGN class submarine, if approved, will be an option on the contract. Equipment will include, but not be limited to radio systems, subsystems, cryptographic devices, ATM and/or Ethernet switching equipment, RF interfacing equipment and LAN interfacing equipment. This information is being solicited as market research for a potential contract in the 2nd or 3rd quarter of FY02. The Navy will provide a list of equipment to be included in the SSBN 726 and SSN 688 variants of the Common Submarine Radio Room (CSRR) to maximize commonality with the SSN 774 and SSN 21 class radio rooms. It is desired that the vendor demonstrate radio room functionality using the listed equipment and any additional equipment or software as proposed by the contractor and agreed to by the Navy. The Navy may provide some components as Government Furnished Equipment (GFE). The equipment will be integrated in either the vendor's facilities or government facilities as negotiated. The vendor shall demonstrate to the Navy that the functions of the SSBN 726 and SSN 688 variants of CSRR meet the functional and space requirements as set forth in the Statement of Work (SOW). Any systems procured must be capable of existing in a submarine environment, sheltered or unsheltered as applicable, being connected with existing U.S. Navy shipboard systems (i.e., prime power, interface and control) and of meeting MIL-STD 461 for Electromagnetic Interference (EMI). It is desired that the vendor ensure the SSBN/SSN CSRR is certified for shipboard use through rigorous testing both Off-The-Air and Over-The-Air. SPAWAR will provide Government Furnished Information (GFI) showing the design layout and architecture of the SSN 774 and SSN 21 class radio rooms for the vendor's use. The Navy seeks vendors capable of integrating the equipment, testing and delivering a data package showing the design layout and architecture for the SSBN 726 and SSN 688 class radio rooms. The data package must be suitable for incorporation into Ship Alteration change packages for the SSBN 726 and SSN 688 classes. The addition of or modification of hardware/software used in the SSN 774 and SSN21 class radio rooms will be required. GFI from SSN 774 and SSN 21 will also include, but not be limited to training, maintenance, supply support and provisioning documentation. It is desired that the vendor deliver logistics documentation to support the SSBN and SSN 688 variants of CSRR. The Navy also desires that the vendor procure the shipsets of equipment necessary for installation on all applicable submarines (up to 71 total, final quantity to be negotiated) and forward stage the equipment in preparation for installation. SPAWAR seeks vendors that can assist in the integration of the forward staged shipsets of equipment and provide technical assistance to a government-led team of installers for each ship. Proprietary data in the response will be protected where so designated. This is not a request for proposal nor does the government intend to pay for information or services provided or equipment demonstrated. Closing date for submission of responses is forty-five (45) days after publication of this notice. Acknowledgment of receipt will not be made nor will telephone inquiries be honored. Since Small Business (SB), Small Disadvantaged Business (SDB) or 8(a) firms are a major concern of SPAWAR, all respondents should indicate their status as a SB, SDB, or 8(a) or the extent for which they can include SB, SDB, or 8(a) participation in any potential resulting procurement. If industry expresses interest to the Contracting Officer, SPAWAR will consider scheduling an industry day enabling interested parties to discuss these requirements in more detail with contract representatives. Information provided by interested parties should document and/or demonstrate applicable experience in the following areas: 1. Successful program management, including Configuration Management, Quality Assurance, Risk Management and accurate reporting of progress relative to planned schedules and costs. 2. Integration of computers and Radio Frequency (RF) equipment into a full-featured communications suite. 3. Interface Control Drawings (ICD) and drawing package development for shipboard installation. 4. Report on analysis and measurements of Reliability, Maintainability, and Availability (RMA). 5. Experience developing Navy Integrated Logistics Support (ILS) packages. 6. System performance testing, including over-the-air Navy communications. 7. Environmental testing and compliance to shipboard or submarine criteria. 8. Security certification. 9. Staging equipment for on-site installation. 10. Support for Pre-Installation and Test Check-Out (PITCO), System Operational Verification Test (SOVT) and shipboard installation. Experience by the interested parties in the following additional areas is desirable and will be favorably considered: 1. Developing and installing submarine communications systems. 2. Certifying products with the Joint Interoperability Test Command (JITC). 3. Prior experience in strategic deterrent system certification.
