- Repaint exterior side of Bldg 457 Hanger Doors, Offutt AFB, Nebraska. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number F25600-01-T-0074 is issued as a Request for Quotation (RFQ) utilizing full and open competition. The solicitation number is required to be on quotes submitted. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The standard industrial classification and small business size standard are: NAIC 23521; Size Standard: $11.5 M. The government intends to issue a single purchase order for this work. Work to be performed: Contractor to repaint the exterior side of the hanger doors on Bldg 457. The contractor shall provide all materials, supplies, and labor required to repaint the exterior side of hanger doors. The contractor shall follow all manufacturers recommendations and instructions for application. The contractor shall scrape off all rust and loose paint prior to priming the doors. The contractor shall pressure wash entire surface of hanger doors. The entire hanger door area shall be primed. The primer that the contractor shall use will be IO-POXY Epoxy Ester Primer 18416 or approved equivalent. The contractor shall use a latex paint. The doors will be two different shades, a dark brown and an off white. The dark brown shall be Fed Spec 20108. The off-white shall be matched using paint cards. The doors shall be painted in the same pattern that they are currently. The contractor shall follow all OSHA regulations and standards. The contractor shall use harnesses while operating lifts. Power must be shut down to the specific door while it is being worked on. A site visit is scheduled for 10 July at 1000 hours. Evaluation will be based on best value to the government including past performance, cost and ability to meet requirements. Offers shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification, Commercial Items, with its offer. The clause at FAR 52.214-4, Contract Terms and Conditions, Commercial Items, applies to this acquisition.
