Description

The Defense Threat Reduction Agency (DTRA), Acquisition Management Office, has a requirement for Compliance Monitoring and Tracking System (CMTS) Server Upgrade Integration Support. DTRA intends to issue a modification against Contract No. OSIA01-97-C-0006 on a non-competitive basis to TRW Incorporated. This modification reflects integration support of upgraded hardware and software components in the operational CMTS environment. CMTS provides arms control information management capabilities required to ensure continued US Government compliance with arms control treaties and agreements. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
