Description
I. Summary The Southern Appalachian Mountains Initiative (SAMI) seeks assistance in examining incentives to encourage earlier or larger air emission reductions than are likely to occur under existing regulations. The end product of this contract will include a set of proposed incentives for the SAMI Governing Body to consider for the SAMI final report. This project will focus on incentives for companies and organizations in contrast to consumer incentives. The source sectors to be included in incentive program analysis include: industrial, electric generation, area, off-road, and on-road sources of air emissions. Private sector, public sector and institutional organizations should also be included. Consumer incentives are not a primary focus of this work since that topic was covered by a separate study. Demand management programs directed toward organizations in contrast to individuals should also be considered. The emissions that interest SAMI in particular are SOx, NOx, fine particles and ammonia. These emissions are of particular interest because they contribute to ozone, acid deposition, and haze pollution that affect the ten Class I National Parks and Wilderness Areas in the Southern Appalachian region. Carbon reductions may occur with some of the programs examined but carbon reduction is not a central concern for SAMI. SAMI is a voluntary air quality planning organization focusing on air quality in Class I parks and wilderness areas of the Southern Appalachians. The main stakeholder groups in SAMI are: regulatory agencies (state and federal), industry, environmental organizations, and federal land managers (USFS and NPS). The general public is not directly represented in SAMI, but public acceptance is an important consideration for all stakeholders. A series of three workshops is proposed as the recommended approach, but other well-supported approaches will be considered. Much of SAMI's work takes place in committees with interaction and consensus building by a variety of stakeholder representatives. Significant time may be required to assist SAMI with decisions related to this project. Project goals include: 1. Obtaining opinions from each SAMI stakeholder group on the most promising options available to encourage emission reductions with incentive systems. 2. Developing and ranking organizational incentive options for all source sectors based on the significance of the affected sources, the likely degree of penetration by the proposed incentives, and the size of likely emission reductions. 3. Developing a set of incentives that appear most promising for each source sector, plus proposed implementation mechanisms and estimated program costs to recommend to the Governing Body for possible inclusion in SAMI's final report. The budget for this work is $70,000 with the proposals due August 1, 2001. Award is expected in August and completion of the work is expected by November, with final reports due in December. II.
