- The NASA Headquarters Procurement Office intends to issue a sole source firm fixed price purchase order to George Mason University, located in Virginia, for the acquisition of studies to support NASA's commitment to environmental quality at its facilities within the Chesapeake Bay Watershed. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item under FAR Part 12. See Note 26. The scope of this work involves a spectrum of science and ecosystem studies application. The service to be provided requires biological, chemical, geological, and computational data gathering, monitoring and analysis of NASA facilities' natural resources. The first component of the study will require in situ data gathering, including biological, geological and chemical data sets, providing an ecological biological baseline to be performed at NASA facilities that reside within the Chesapeake Bay Watershed. This work will also involve ground truthing of existing data sets. The second component of this study will involve the synthesis and analysis of existing hyperspectral, multispectral, and remote sensing data sets. This work will also require computational modeling and analysis of the data derived from the first component of this study. Both the in situ and ex situ data sets will be incorporated into NASA's existing Geographic Information System compiled as part of this initial institutional five year ecosystem data gathering, monitoring analysis project. This task will also provide a comprehensive ecological assessment and recommendations for improvement in environmental management for each NASA facility within this watershed by December 15, 2001. The scope of this work is in direct alignment and consistent with the goals set forth in the NASA/EPA Region III Chesapeake Bay Memorandum of Agreement and the Federal Agencies Chesapeake Unified Plan. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. George Mason University is located in the Chesapeake Bay Watershed and is the only university in the Chesapeake Bay region that offers a multi-disciplinary doctoral program granting a Ph.D. in Environmental Science and Public Policy (EVPP) and merges research in areas such as geophysical, biological, and computational and anthropological sciences with the coupling of the implementation and analysis of environmental management, policy and law. The staff of EVPP includes ecologists, geologists, and social scientists who posses a broad array of skills and experience in issues related to the Chesapeake Bay restoration. EVPP has one of the longest continuous monitoring programs on the Bay (the Gunston Cove Ecosystem Study). Faculty have researched anoxia in the bay mainstem and tributaries, the effects of dredge disposal in the tidal Potomac, urban and agricultural nonpoint pollution of bay tributaries, loading and fate of toxics in the bay, riparian wetland nutrient retention, land use, and socioeconomic and regional climate change effects on water quality. Staff members have chaired National Academy of Sciences committees as well as a range of regional, state, and local technical advisory committees. No other institution in the Chesapeake Bay Watershed has an integrated science and policy program at this level of academic credentials, and a myriad of ongoing ecological surveys and studies. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 20, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
