- This is a National Park Service COMBINED SYNOPSIS / SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested with this notice and an additional written solicitation will not be issued. This solicitation is a BEST VALUE procurement and is issued as Request for Quotation #Q8335010063. The Government intends to award a firm, fixed-price contract to the responsible offeror whose total offer for all line items is the best evaluated offer for the Government, price and other factors considered. The Government intends to award without discussions, but reserves the right to negotiate if the Contracting Officer determines it necessary. The NAICS code for this procurement is 212321 and the small business size standard is 500 employees. This solicitation is offered without restriction as Full and Open Competition. The National Park Service encourages the participation of small, disadvantaged and women owned business enterprises. The following is a description of the requirements for this acquisition. GENERAL: Class II Road Base to be delivered on an as-needed basis as requested by the Roads Forman of Joshua Tree National Park from the date of the award of the contract through and including September 30, 2001. Deliveries will be in transfer trucks, or similar (No Belly Dump Truck) capable of dumping material out of rear gate with spreader chains. Material will be placed directly on road shoulders from the contractor trucks through a hydraulic truck conveyor owned by the NPS. Materials not used on shoulders will be delivered to staging areas in various locations in the park. Unless otherwise specified herein, the contractor shall furnish the necessary personnel, material and equipment necessary to fulfill the requirements of this contract. Quoted prices shall be FOB destination. Line Item 0001 AGGREGRATE CLASS II, INCH MAXIMUM DELIVERED TO QUEEN VALLY PIT ON PARK ROUTE 12 APPROXIMATELY 16 MILES SOUTH OF PARK HEADQUARTERS (74485 NATIONAL PARK DRIVE, 29 PALMS, CA. ESTIMATED QUANTITY IS 1,880 TONS AT $________________________PER TON EXTENDED TOTAL PRICE $_____________________. Line Item 0002, AGGREGATE CLASS II, INCH MAXIMUM, DELIVERED TO WEST SIDE OF THE PARK, APPROXIMATELY 21 MILES SOUTH OF HWY 62 ON PARK BOULEVARD. ESTIMATED QUANTITY IS 2,825 TONS AT $______________________PER TON, EXTENDED TOTAL PRICE $___________________. Line Item 0003, AGGREGATE, CLASS II, INCH MAXIMUM, DELIVERED TO INDIAN COVE PIT, APPROXIMATELY 5 MILES SOUTH OF STATE ROUTE 62 ON COVE ROAD. Quotes above include any other incidental or extra charges. Actual quantities of delivered aggregate may vary and payment will be made only for actual amounts of aggregate delivered, verified by official weight tickets from a certified scale. In case of error on the extended total price of a submitted quote, the unit price shall prevail. The actual quantities ordered by the NPS may vary due to specific park need. Offerors/Quoters must review and comply with the applicable Clauses and Provisions of the Federal Acquisition Regulations that apply to this solicitation. FAR clauses and provisions listed herein are those in effect through FAC 97-25 and are available for review and printing at http://www.arnet.gov/far on the internet. The following clauses and provisions are specifically referenced and are required in any response to this solicitation: 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; 52.212-2 EVALUATION-COMMERCIAL ITEMS Evaluation factors include (a) Demonstrated ability to supply a similar product and quantity in a timely manner (provide written details of jobs and list references and phone numbers); (b) demonstrated past performance of customer service and satisfaction; and (c) price. Technical and past performance, when combined, shall equal price in importance. Additional clauses and provisions to be submitted in response to the solicitation include a completed copy of 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS; 52-212-4 CONTRACT TERMS AND CONDITIONS COMMERCIAL ITEMS; 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS COMMERCIAL ITEMS with the following (b) clauses indicated by number: 1, 5, 11 12, 13, 14, 15, 18, 25.
