Description
Commercial Area Announcement The Naval Surface Warfare Center, Crane Division is issuing this Commercial Area Announcement (CAA) to seek sources for underwater technologies that can be used to detect and track swimmers, divers and underwater vehicles. This is a request for technology that is currently available off-the-shelf. This is not a request for an engineering study. The function of this technology is to identify subsurface swimmers/divers or vehicles that have entered or indicate intent to enter a secure area containing high value Navy assets. This technology would separate the swimmer/diver/vehicle from the background environment and provide sufficient information on the target to make a determination if the target is a threat. When deployed from a ship, the system would provide some means for compensating for platform movement. The device must survive the typical ocean/river environment of wind, sea state, current, biological fouling and corrosion experienced in a harbor area. Interested firms should submit catalogs, brochures or other technical descriptions of their products. Responses shall include actual and predicted performance; technical specifications for field of view, scan rate, predicted range for detection/classification, available performance data, size and weight of all hardware, maximum length of cabling, and power consumption (if system acoustic in nature provide frequency, source level, beamwidth, etc.); and cost per unit. If the technology submitted does not contain the same features listed under technical specifications above, include corresponding characteristics. The Government may use information obtained as a result of this announcement to develop a performance specification for a follow-on procurement and/or to request a limited number of contractors to demonstrate their systems at a Government facility. Participation would be voluntary and at the contractor's expense. Selecting contractors for voluntary participation would be done on the basis of the brochures (or technical information) received that are believed to most closely satisfy the potential Government requirement. It is anticipated that demonstrations and/or testing may occur in the August 2001 timeframe. Therefore, only responses to this CAA, including electronic submission, received no later than 9 July 2001 at 2:00 PM local time will be evaluated for satisfying the Government's potential requirement. All data received in response to this CAA that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government.
