Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the subparts in Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number Request For Proposal (RFQ) 623-24-01 is assigned and shall be referenced on any proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97- 27. The North American Industry Classification System (NAICS) code is 235990, and the small business size standard is 7 million. The VA Medical Center located at 1011 Honor Heights Drive, Muskogee, Oklahoma 74401 is intending to sole source the following requirement: Provide all labor, material, equipment and instrumentation necessary to install the Pulse Powered Water Treatment system on the VA Medical Center's cooling towers located on Building 52 and boilers located in Building 18. Contractor is to install one (1) 8 inch pulsed powered unit on each of the cooling towers. Contractor shall also install two (2) 2 inch pulse powered units on the boiler feed water lines where directed, and one (1) 1 inch pulse powered unit on the condensate make-up water line where directed. Contractor shall supply all pipe fittings and pipe required, provide all electric conduit fittings, and cable to put these units in operation. All work shall be completed with licensed journeymen in each trade. The work must be completed and on line by close of business July 31, 2001. Proposed manufacturer is Clearwater Systems LLC (Dolphin Series 1000 Pulsed Power Water Treatment Systems). Devices that inject chemicals, use electrodes in the water, magnets, UV light, ozone, copper or silver ions will not be accepted. The Pulse Powered System shall be properly sized by the manufacturer to provide for complete water treatment without the use of any additional chemicals or biocides. Price shall also include installation at the VA Medical Center, Muskogee, Oklahoma. All potential offerors shall be available to perform the requirements of this solicitation immediately. Quotations shall be submitted on an "all or none" basis. No partial quotations shall be submitted. Offerors shall provide a complete set of provisions with proposal found at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. Clauses can be accessed via the internet at www.arnet.gov/far . Provision and clauses found at 52.212-1, 52.212-4, and 52.212-5 also apply. Proposals shall be submitted to the address listed herein and directed to the attention of Kris Kelly (90C). The solicitation number (RFQ number) shall be listed on the outside of your response for identification. The government shall not be held responsible for quality of fax transmittals. Quotes are due July 6, 2001.
