Description
Upgrade Runway and Runway Overrun, 107th Air Refueling Wing, Niagara Falls International Airport. Work covered under the base bid includes the construction of new concrete pavements for the runway, runway overrun, and Taxiway A intersection areas (approximately 20,680 square yards) and construction of resin modified pavement (approximately 5,259 square yards) for an aircraft turnaround area adjacent to the overrun. The work also includes the construction of storm sewers, culverts, underdrains, runway edge lights, taxiway edge lights, threshold/end lights, signs, pavement markings, and restoration work. Additive bid items are as follows: ABI#1: Work includes the construction of a new 50 foot wide bituminous surfaced shoulder with underdrains adjacent to the aircraft turnaround area. ABI#2 includes the construction of new concrete pavements for the aircraft turn around area in lieu of resin modified pavements. ABI#3 includes the installation of 2-inch diameter plastic conduits to carry runway and taxiway lighting circuits within turf areas. All work will be performed in strict accordance with plans and specifications provided by the government. The base bid includes certain items required to make the project useable and functional. However, if an ABI is awarded, certain items will not be required, as the additional work is part of an ABI. Therefore, credits will be applied in the respective ABI's. The construction period is 330 calendar days after acknowledgement of Notice to Proceed. The construction schedule and all elements of the project will be closely coordinated with the Base Civil Engineer. The dollar magnitude of the project is between $1,000,000 and $5,000,000. The projected issue date of the solicitation (DAHA30-01-B-0002) is scheduled for on or around 16 July 2001 with a bid opening date of on or around 21 August 2001 at 1:30 P.M. local time. Organized Site Visit(s) will be conducted on 1 and 2 August 2001 at 10:00 local time at the 107th Airbase. All interested parties are encouraged to attend. Please contact Major Pat Roemer at (716) 236-6352 if attending. The solicitation is unrestricted; all responsible parties may submit a bid, which will be considered. Requests for solicitation packages must be made in writing to: USPFO-NY, ATTN: Mark Walsh, 330 Old Niskayuna Road, Latham, NY 12110-2224. A non-refundable, Certified Check, Bank Draft or Money Order payable to the U.S. Treasury in the amount of $50.00 must accompany each request for plans. Uncertified company checks will not be accepted. Plans and specifications for this project will be issued via CR-ROM, AutoCAD Version 14. Firms should indicate on their request whether they are a prime contractor, subcontractor or supplier, and their firms respective business size i.e.; small, large, women owned or disadvantaged. This solicitation and resultant award is being issued pursuant to the Small Business Competitiveness Demonstration Program. The applicable North American Industrial Classification System Code (NAICS) is 234990 with a small business size standard of $27,500,000. Funding is not currently available for this acquisition. Contract award will not be made until appropriated funding is made available, for which payment for contract purposes may be made.
