Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) located in Washington, D.C. has an anticipated requirement for an Internet Service Provider (ISP) to provide fractional T-3 service to the public internet with a minimum of 9 Megabits/Second bandwidth and an availability of at least 99.99 percent. The BBG/IBB anticipates awarding a contract using acquisition procedures described in FAR Part 12, Acquisition of Commercial Items. The performance term will be for one year with four (4) one-year options that may be exercised by the Government subject to availability of funding. Evaluation factors for this procurement are: (1) Offerors must have multiple peering agreements; (2) Offerors must have multiple points-of-presence for local loops connecting to Washington, D.C. customers; (3) Offerors must demonstrate that they have established mechanisms for ensuring high availability; (4) Offerors must demonstrate that they have established mechanisms for monitoring bandwidth and network utilization, and for responding quickly to problems; (5) Offerors must have the mechanisms available for customers to report network problems, the hours of operation for each type of mechanism, the escalation procedures available for customers when problems are not corrected in a timely manner, and the events required to trigger the escalation procedures; and (6) Offerors bandwidth oversubscription must remained within the boundaries of the Offeror's network or any network under the Offeror's direct or indirect control for the entire path that would be traversed by IBB traffic. Technical criteria will be weighted significantly higher than the price criterion during the BBG's evaluation of all Offers received in response to the BBG's forthcoming RFQ document. To be considered, interested firms shall have a minimum of three (3) years of documented and verifiable experience in providing the same and/or similar service to at least three (3) Federal agencies in the Baltimore Washington Virginia Metropolitan Area. The BBG/IBB intends to issue a request for proposal (RFP) solicitation document for this negotiated firm-fixed-price (FFP) procurement on or about July 14, 2001 with a proposal response due date of twenty (20) calendar days after the RFP issuance date. Interested Offerors may request a copy of the forthcoming solicitation by submitting a written request to the BBG/IBB Contracting Officer at the above-listed address. All written requests for a copy of the intended RFP shall include the above noted solicitation number, your company name, mailing address, point of contact, telephone number and facsimile number. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This notice is not a RFP, IFB, or RFQ.
