- Description
- The purpose of this market survey is to identify potential sources capable of providing extremity dosimetry/monitoring systems and associated maintenance support, as described below. This survey is for planning purposes only and shall not be construed as an Invitation For Bid (IFB) or Request For Proposal (RFP). No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of responses or the Government use thereof. Information provided may be used by the Department of the Navy in developing its acquisition approach and its Statement of Objectives/Work (SOO/SOW). Potential sources must have demonstrated expertise in the field of Thermoluminescence (TL) Dosimetry and must have resident capability and expertise to provide calibration and preventive and emergency corrective maintenance services for systems to be located at multiple (~4) Navy sites across the continental U.S. and HI. Systems will be operated by US Navy personnel and support contractors at user sites and must be capable of supporting attainment of NVLAP and DOELAP accreditation. A system will comprise ring dosimeters, TLD Reader, and all supporting software and hardware. Required system features and capabilities include: single (per ring) serialized TL element, moisture protected, capable of detecting and measuring photon radiation (energies d10 keV) and beta radiation (energies 70 keV), measured dose equivalent within 10% or 5 mrem of delivered dose, dose range of 3 mrem to 2000 rad, linearity/response variation < 10% over 50 mrem to 100 rad range, reproducibility coefficient of variation of 3%, operating temp rating of 0C to 40C, storage temp rating of {10C to 60C, Windows based menus for selectable or user customized software controlled reader operation, maintenance, and QA functions, automatic reader and dosimeter calibration procedures, provision for manual or automatic glow curve analysis, provision for networking multiple readers. Data set/management features to allow for fail-safe data integrity, independent quality checks, manual dose calculations, transfer of data between Windows applications, and automatic generation of formatted Navy Radiation Exposure Reports. Exposure records to include issue information, raw and evaluated dose information, read date and time, and any special reader settings or comments specific to a particular reading. From those sources capable of meeting or exceeding the capabilities described, the following information is requested: 1. Published technical or sales literature describing system capabilities, features, outputs, performance including but not limited to that identified in this notice. Specific performance data should include basis (e.g. Reproducibility -- 3% (IEC 1066 evaluation criteria), Linearity V 5% (IEC 1066 (or ANSI N13.32-1995) evaluation criteria), Detection Threshold V 1 mrem (IEC 1066 evaluation criteria), etc.) 2. Environmental Operating and Storage Parameters/limits (temperature, pressure, humidity, vibration, shock, EMI, etc.) 3. System reliability and maintainability (MTBF, MTTR, Operational Availability, etc.) 4. Catalog listings of all required system components 5. Warranty and Extended Warranty Information 6. Logistics Support Capabilities, incl. identification of any previous maintenance/service contract(s) (contract number, dollar amount, Government POCs, program description, etc.) 7. Name and Address of Firm 8. Size of business, e.g., average annual revenues for the past 3 years 9. Ownership, e.g., large, small, small disadvantaged, etc.
