- Notice of Market Research Japan/Okinawa Metals Prime Vendor This Notice of Market Research is not a formal Request for Proposal, and the Government will not pay for any information received under, or associated with this Notice. The Defense Supply Center Philadelphia (DSCP) is interested in your comments regarding establishing supply chain management support of metals and metal products for U.S. Federal Activities in Japan and Okinawa. This program will encompass a variety of metal and metal products that include, but are not limited to, aluminum, carbon steel, stainless steel, copper, brass, titanium, nickel, alloys, and other industrial metals in various forms such as wire, plate, sheet, strip, bar, angle, extrusions, pipe, tube and any other shape required by an ordering activity. DSCP expects to capitalize on the total supply chain management and integrated logistics efforts currently being demonstrated in private industry by forming a strategic alliance with a private sector partner known as a "Prime Vendor". The Government intends to establish a Metals Prime Vendor program throughout the Japan/Okinawa region. This area may be divided into independent "zones" or consolidated into a single "zone". Important elements of a Japan/Okinawa Prime Vendor Support Program include surge and wartime sustainment requirements. The contract type will be an Indefinite Delivery/Indefinite Quantity Contract. DSCP anticipates a long-term agreement. Fill rate is expected to be 100%. It is anticipated that some form of electronic commerce will be used for ordering and other contract functions. You are encouraged to respond with comments regarding the use of information systems to provide order and receipt transmission and asset visibility. Two of the scenarios DSCP is considering are as follows: 1. Prime Vendor supply chain management to a point of debarkation on the West Coast. 2. Prime Vendor supply chain management providing delivery of material to the end user. In addition to the above, the Government will entertain other methodologies. DSCP would also like to hear your comments on the logistical issues involved in such a program. Some of the issues may include: Time of delivery to the above referenced destinations. Current foreign restrictions that may be in place when delivering material to these areas. Use of a Government vs. Commercial transportation methods. Setting up a distribution or warehousing facility in Japan. Custom restrictions. Difference in unit price based upon government vs. commercial shipment. Please comment as to the feasibility and cost effectiveness of such a project and describe your experiences in similar implementations. Please provide sample contract unit prices (to include 4.6% metals prime vendor surcharge) for 25 potential NSNs. The pricing spreadsheet diskette can be obtained by contacting the contracting officer. (These prices are for informational purposes only and would not be used in any evaluation of a subsequent proposal). If a Request for Proposal (RFP) results, Best Value Source Selection procedures will be the method of evaluation. In this case, DSCP will select the successful awardee(s) based on an integrated assessment of a technical and a business proposal. Greater importance will be placed on technical assessment than on price. Proposals will be required to demonstrate a complete understanding of the requirement and provide a detailed plan of execution. Note: This action is for planning purposes only and should not be construed to mean that this is a commitment by the Government to engage in an acquisition.
