Description
The Defense Information Systems Agency (DISA) has a requirement for continuing development of the Defense Electronic Business Exchange (DEBX) to support the Department of Defense Electronic Business Program Office, formerly the Joint Electronic Commerce Program Office (JECPO). The purpose of this procurement is to establish a decentralized contractual ordering vehicle to obtain Electronic Commerce/Electronic Data interchange (EC/EDI) Infrastructure Support for DOD users. The scope of this effort includes e-business consulting, architecture design and enterprise application integration for both government-to-government (G2G) and government-to-industry business (G2B) systems integration. The DEBX is a custom integration of best-of-breed commercial software products along with several million lines of custom software. DISA intends to issue a Full-and-Open-Competitive RFQ DCA100-01-R-4028 in an effort to establish a single-vendor GSA Blanket Purchase Agreement (BPA) award. Award will be made based on the following criteria of roughly equivalent, but in descending order of importance: Technical, Past Performance, and Cost. The period of performance for the BPA will be one base year plus two additional, one-year options. Only Federal Supply Schedule holders will be considered for award. Specifically, DISA seeks contractors holding GSA schedules under Schedule 70, General Purpose Commercial Information Technology Equipment, Software, and Services, and SIN Numbers 132.3, Leasing of Equipment; 132.32, Term Software Licenses; 132.33, perpetual Software Licenses; 132.34, Maintenance of Software; and 132.51, Information Technology Professional Services. The NAICS contemplated will be 541512, Computer Integrated Systems Design. The contractor will be required to have thorough knowledge of the ANSI X12 standard and its application to DoD E-Business and DoD Logistics; the Mercator Translator software package; the application of WEB Methods software system to the DoD E-Business process; the use of XML to solve E-Business and Logistics related problems; the use of the Systems Applications and Products (SAP) system; and the generation of Intermediate Documents (IDOC's). The contractor will also be required to have thorough knowledge of the transaction processing for dozens of Defense Finance and Accounting Service (DFAS) systems (such as Standard Accounting and Reporting System (STARS), STARS-Field Level (FL), STARS-ONE PAY, Integrated Accounts Payable System (IAPS), DFAS Corporate Database (DCD), Government Accounting and Finance System (GAFS), Web Invoicing System (WinS), Standard Industrial Fund System (SIFS), Standard Army Finance System (STANFINS), Defense Joint Accounting System (DJAS), Standard Operation and Maintenance Army Research and Development System (SOMARDS), Integrated Garnishment System (IGS), Computerized Accounts Payable System (CAPS), Mechanization of Contract Administration Services (MOCAS), and their interrelationships; the Standard Procurement System (SPS); Wide Area Workflow (WAWF); Power Track; Defense Travel System (DTS); Global Transportation Network; International Merchants Purchase Authorization Card System (IMPAC), and other Defense Electronic Business Program Office projects. The incumbent contractor is INRI/Logicon/Northrop Grumman.
