- Description
- EPA is undertaking an effort to develop a new set of modeling tools for the estimation of emissions produced by the on-road and off-road mobile sources, to be put forward for use in all official analyses associated with regulatory development, compliance with statutory requirements, and national/regional inventory projections. This effort is known as the "New Generation Mobile Source Emissions Model", or NGM; more information is available on the New Generation Web site, (http://www.epa.gov/otaq/ngm.htm). A critical element of the proposed NGM approach is the use of emissions measurement devices. The purpose of this solicitation is to provide EPA with possible strategies for using on-board emissions data as the basis for estimating emissions for both on and off-road sources in the New Generation Model. The contract will consist of four tasks: 1) develop a conceptual analytical methodology for analyzing on-board emission data, and demonstrate this methodology on a pilot data set provided by EPA; 2) develop a recommendation for the role of alternate emissions data (such as traditional laboratory-based data) in estimating emissions in the NGM; 3) develop a recommended testing strategy for on-board data gathering over the next five years for on-road and off-road sources; and 4) draft a report containing the results of tasks 1-3, and present the results in-person to EPA staff in Ann Arbor, Michigan. Because EPA is interested in assessing a variety of approaches for analyzing on-board data, this solicitation will be awarded to up to four bidders. The period of performance for this contract is September 4, 2001 through November 30, 2001.
