- Description
- The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division located at the U.S. Army Soldier Biological & Chemical Command, Natick, MA intends to conduct negotiations with US Divers, 2340 Cousteau Court, Vista, CA 92083 on an other than full and open competition basis for an emergency egress system with spare parts and ground support equipment. These items are commercial items. This equipment is urgently required in support of the Naval Special Warfare Command. The proposed contract will contain initial quantities of the emergency egress system with an option for additional quantities as follows: Basic contract will consist of 1,126 each Survival Egress Air Units, model # SEA MK2.0 cubic foot cylinder with PIN gauge/27" hose, model #1083-60; 1,126 SEA pockets, part #1007-10; 563 First Stage Overhaul Kits, part #1083-43; 563 Second Stage Overhaul Kits, part #1008-44; and 101 Scuba Fill Adapters, part #1083-25. The optional quantities are expected to be exercised during FY02 if funding is authorized and will be for: 3,500 each Survival Egress Air Units in the following item variations: SEA MK2.0 cubic foot cylinder with PIN gauge/27" hose, model #1083-60, SEA-MK2.0 cubic foot cylinder with DIAL gauge, model # 1083-20; SEA-MK2.5 cubic foot cylinder with DIAL gauge, model # 1083-40; SEA-MK2.5 cubic foot cylinder with PIN gauge, model #1083-50); 1,800 First Stage Overhaul Kits, part #1083-43; 1,800 Second Stage Overhaul Kits, part #1008-44; and 350 Scuba Fill Adapters, part #1083-25. Delivery of the basic contract items is required within 90 days of contract award. The optional quantities will be due within 120 days following exercise of the option. Delivery will be FOB Destination to US Soldier System Command, Kansas Street, Natick, MA 01760. The units will supply air on demand through a regulator and the manifold and must be balanced to work at depth from 0 -- 40ft. The unit can be pressurized to 3000 psi, holds 2.4 cubic feet of air, and meets military two-minute underwater standard and be compatible with the AIRSAVE vest currently fielded to Army, Navy & Marines flight crews. This system must have an on/off valve designed with a red line scribed on the shaft which depicts the "on" position visually as well as the positive action of the screw knob, which allows the operator to know manually if the system is on. Companies may identify interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
