- 25 June 2001 From: Military Sealift Command, Atlantic -- Code N10E To: All interested Parties Subj: MSC Market Survey 1. This is a market survey being conducted by the Military Sealift Command, Atlantic, in support of the Special Mission Program, Code PM22E. It is a request for information only to determine resource availability. At this time, a proposal is not required, therefore your response will not be considered an offer. This request for information does not commit the Government to pay any costs incurred in the preparation of any submission to this market survey or to contract for services. This data will be used to determine the feasibility of accomplishing this work in the future. Interested parties should submit a response to this market survey no later than 6 July 01. All correspondence should be addressed to Mr. Frank Jackson ( Frank.Jackson.www.msc.navy.mil), 757/417-4594, fax no. 757/417-4606. 2.The following is a Market Survey to identify Contractors capable of providing and installing a new flexible coupling between a GE Marine HP eight stage turbine and a type MD-65-A reduction gear set. Alignment of the HP turbine to the reduction gear will also be necessary. The government does not have the drawing to manufacture this coupling. The performance location for this item will be in the Far East (Japan, Korea, or Singapore) at a contracted support facility. HP FLEXIBLE COUPLING REPLACEMENT 1. ABSTRACT 1.1. This item describes the requirements to provide and install a new flexible coupling for the HP turbine to the type MD-65-A reduction gear set. 2. REFERENCES/ENCLOSURES 2.1. References: 2.1.1. Technical manual GEI-40469 2.2. Enclosures: None 3. ITEM LOCATION/DESCRIPTION 3.1. Location/Quantity 3.1.1. Location: 5-106-0-E, Main Engine Space 3.1.2. Quantity: 1 3.2. Item Description/Manufacturer's Data: 3.2.1. Description: This is the newer light-weight, double-dam, double-ended gear tooth type coupling consisting of two internal tooth sleeves and an external tooth distance piece. Two snap rings act as the dams in each sleeve. The sleeves have a rabbit fit and are attached to the turbine and pinion with fitted fasteners and elastic stop nuts. 4. GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1. Government Furnished Equipment (GFE): None 4.2. Government Furnished Material (GFM): None 4.3. Government Furnished Services (GFS): None 4.4. Government Furnished Information (GFI): None 5. NOTES 5.1. The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1-7. 5.2. The government does not have the drawing to manufacture this coupling. 5.3. The performance location for this item will be in the far east (Japan, Korea, or Singapore) 6. QUALITY ASSURANCE REQUIREMENTS 6.1. A balance report is to be furnished with the coupling.. 6.2. Final installation to be witnessed by the MSCREP and Chief Engineer prior to installing the tunnel cover. 7. STATEMENT OF WORK 7.1. Arrangements/Outfitting: 7.1.1. Provide an entire replacement flexible coupling assembly (including the 2 sleeves, distance piece, snap ring dams, coupling bolts, and elastic locking nuts) for the HP turbine to the HP pinion. The coupling is to be of the type depicted in figure 31B of reference 2.1.1. 7.1.2. Ensure cleanliness throughout the repair evolution is maintained. 7.2. Structural: None 7.3. Mechanical/Fluids 7.3.1. Remove the tunnel cover and any other interferences required to facilitate the replacement of the coupling. 7.3.2. Remove the installed coupling. 7.3.3. Properly install the replacement coupling. 7.3.3.1. Provide reamers and guides to facilitate the installation 7.3.4. Conduct an alignment check of the HP turbine to the reduction gear high speed pinion. 7.3.4.1. It has been previously determined that the unit is not properly aligned. 7.3.5. Oversee the shipyard personnel, under the direction of the MSCREP, in conducting the alignment of the HP turbine in accordance with reference 2.1.1 7.3.5.1. The shipyard will provide tools required to conduct the alignment and be responsible for manufacture of any shims or foundation chocks required. 7.3.6. Install the tunnel cover and renew the seals for the cover. 7.4. Electrical: None 7.5. Electronics: None 7.6. Preparation of Drawings/Documentation: None 7.7. Inspection/Test: None 7.8. Painting: None 7.9. Marking: None 7.10. Manufacturer's Representative: 7.10.1. Provide the services of a technical representative to oversee the replacement of the coupling and alignment of the HP turbine to the reduction gear set. 7.10.2. Provide the services of field marine machinists to install the replacement flexible coupling. 8. GENERAL REQUIREMENTS 8.1. None additional.
