- Description
- The Precision Strike Systems Program Office, Air Armament Center, AAC/WMG, Eglin AFB, Florida, intends to issue a contract for the production of 100-150 Miniature Air-Launched Decoys (MALDs) or their equivalent in Fiscal Years 2002 through 2004. AAC/WMG is currently completing an Advanced Concept Technology Demonstration (ACTD) to determine the operational utility of such decoys. The requirement for the decoys is to provide the user, the USAF Air Combat Command, with the ability to achieve air superiority by confusing enemy air defense systems. The decoy?s capabilities will enable it to stimulate, deceive and saturate an enemy?s Integrate Air Defense System without risking valuable aircraft assets or pilots. The system is designed to be used either independently, or in conjunction with manned fighter aircraft. At this time, the government does not own/possess a TDP for the MALD weapon system nor will the government provide one to complete this effort. The TDP is currently owned by Ryan Aeronautical Center, Northrop Grumman Corporation, San Diego, California. The contractor must be able to begin the effort by approximately 1 April 2002 and complete deliveries by 31 December 2005. This synopsis is for information and planning purposes only and does not constitute a solicitation for bids or proposals, and is not to be construed as any commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified above.
