- SOLICITATION NOTICE: This project has set this acquisition aside for HUBZone concerns only. The project involves all material, equipment, tools, travel, and labor required to perform work necessary to complete construction of an enclosed heated hazardous waste storage building that includes a material recycling collection center. Construction consists of concrete footing, floor, steel structural frame, insulated metal exterior, with partial brick facing, overhead doors, mechanical and electrical that meets environmental and safety codes. Contains high bay storage areas, firewalls ventilation, alarm system, access control, containment diking, fire protection, weight scales, and site development and utility systems. Contractor to relocate existing utilities at site location. The principle items of work shall include but are not limited to the following disciplines: demolition, clearing and grubbing, earthwork, excavation/trenching/backfilling for utilities systems, water distribution system, foundation drainage system, storm drainage system, concrete work sidewalks/curbs/gutters, fencing, guardrails, seeding, exterior planting, concrete reinforcement, joints, cast-in-place structural concrete, masonry, metal work including steel decking, cold-formed steel framing, fiberglass grating; rough carpentry, thermal and moisture protection, bituminous waterproofing, roof insulation, non-structural metal roofing, metal siding, general sheet metalwork, firestopping, joint sealing, doors and windows, industrial resin-based flooring, general painting, fire extinguishers and cabinets, fire detection and alarm system, dry chemical fire extinguishing system, thermal insulation for mechanical systems, gas piping systems, general plumbing, gas-fired heaters, HVAC, and interior electrical. This project is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5927 (Trumbull County). This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. There will be no public bid opening. The closing date and time for submission of offers, will be on or about 9 Aug 01, and will be contained in the solicitation package. Award will be made based upon the Best Value to the Government in accordance with FAR 15. The performance period is 240 calendar days. The NIAC Code is 23332, and the Size Standard is $27.5 million average annual receipts over the past three years. The resulting contract will be a fixed price contract with a magnitude of between $250,000 and $500,000. The solicitation will be made available to interested parties through electronic data interchange. The solicitation will be issued via Electronic Posting System (EPS) at http://www.eps.gov on or about 9 Jul 01. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package and any other pertinent information. Interested parties shall identify themselves as either a potential prime contractor or subcontractor by submitting the company name, address (including zip plus four number), telephone number, fax number, e-mail address, and point of contact to the Contracting Officer via email at helen.jordan@youngstown.af.mil. Contractors are also requested to identify if they have other designated size standards besides HUBZone (i.e. Woman Owned, 8(a), Disabled Veteran, etc.). Contractors are advised that in order to receive an award, they must be listed in the Central Contractor Register (CCR) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet CCR website at http://www.ccr2000.com. Site visit information will be provided in the bid package; prime contractors, subcontractors and/or suppliers may attend the site visit. All responsible sources may submit a proposal, which shall be considered by the Air Force Reserves. The response date cited above is an estimate, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any bid/proposal preparation costs. See Note 27. =20
