Description

The Naval Air Warfare Center Training Systems Division announces its intention to award a sole source purchase order under FAR Part 13.500 to Innolog, Inc.. This order will be for technical support and to design, develop, test, and install revised operational software, as applicable, for the TESRIS, GIMSII and NECCMIS systems. The contractor shall perform a technical requirement and design analysis, perform programming to develop the operational program based on the approved design, and develop documentation for users and support functions. This requirement includes technical support for special programs that are being used by the Naval Education and Training Command, conversion of program language and operational concept to a centralized, server-based system that will support Internet browser and Web based access for all users. Delivery of completed systems is required by 1 June 2002. This is a follow-on effort from which documentation was purchased in the form of user's manuals. No design data is available to other firms. The proposed procurement is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all responses received within 10 days after publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responsible sources that are interested in this procurement may respond by providing clear and convincing information that identifies their ability to provide the product by the delivery date.
