- 17. This second Notice by the National Park Service is an update to the notice published in the Commerce Business Daily June 13, 2001, of the intention of the National Park Service to release a concession Prospectus for the continuation of commercial services and support facilities within Crater Lake National Park. The Prospectus will be issued June 28, 2001, for a response period of not less than 105 days ending October 10, 2001. The Prospectus will only be available initially in hard copy. The cost for purchasing a Prospectus is $35.00 by mail or $30.00 if picked up in person at the below address. Purchasing of the Prospectus will be by check only (NO CASH). The check must be made payable to "National Park Service". A Tax Identification Number (TIN) or Social Security Number (SSN) MUST be provided on all checks. Copies can be obtained at the following address: National Park Service, Pacific West Regional Office, Office of Concession Program Management, 600 Harrison Street, Suite 600, San Francisco, California 94107-1372. If purchased by mail, the front of the envelope should be marked "Attention: Office of Concession Program Management -- Mailroom Do Not Open". Please include in your request a mailing address indicating where to send the Prospectus. The operation consist of 2 lodging facilities, campground operation, gasoline service, boat tours, food and beverage services, retail merchandise, and the management of employee housing facilities within Crater Lake National Park. The operation is seasonal in nature. An average of one-half million people visit the park annually and about three-quarters of these visits occur during the months from June through September. Depending upon snow conditions, May and October usually offer an opportunity to expand shoulder season services. There is limited food service and gift store operation that continues during the winter months. There are three locations where commercial services are provided. The Rim Village on the south edge of Crater Lake consists of a 71 room historic lodge that offers sit-down dinning service. A short walking distance from the lodge is a cafeteria building that offers additional food service and a gift and souvenir sales operation. Fifteen miles from the Rim Village along the edge of Crater Lake is Cleetwood which is the beginning point for the summer boat tour operation. Located 7 miles from Crater Lake near the park entrance is Mazama Village consisting of a 40-motel unit, convenience store, shower and laundry facilities, gasoline sales and a 213-campsite campground. Located near the Mazama Village is a recently constructed dormitory complex that will be managed by the concessioner. It houses 70 employees and has a 10 recreational vehicle site. Approximately 240 employees are employed during the peak season. A capital improvement program costing not less than $1,540,000 is required to be completed during the first 6 years of the concession contract. It consist of construction of a new restaurant/gift store at Mazama Village. The average annual gross receipts for the operation over the last 3 years has been approximately $6,000,000 . The term of the new concession contact will be for fifteen (15) years. The current concession contract expires October 31, 2001. There is an existing concessioner, Crater Lake Company, that has no statutory right of preference in renewal. This will be a fully competitive solicitation.
