- Description
- The U.S. Embassy, Bogota, Colombia has a requirement for a personal services contract (PSC) to carry out and assist in the development of policy and programs for the care and maintenance of internally displaced persons (IDPs) within Colombia and Colombian refugees in neighboring countries of asylum. Incumbent manages and helps coordinate humanitarian activities within Colombia and attends meetings dealing with IDPs and refugees. The PSC: (a) advises on, administers, or performs research or other professional work in the formulation and direction of foreign affairs or in the study and disposition of information bearing on international relations as related to Colombian IDPs, humanitarian assistance and refugees in the Andean region. (b) Evaluates information/initiates research to validate existing policy or to recommend implementing changes or new policy or guidance. (c) Initiates recommendations for policy, program, and operational improvements dealing with humanitarian activities in the Andean region to meet special or general program needs. Identifies emerging issues related to humanitarian assistance. Gathers, reviews and interprets information and data submitted by International Organizations (IOs), Non-Governmental Organizations (NGOs), other federal agencies and/or international sources. (d) Makes recommendations based on analyses, and assists in planning and implementing new policies, regulations or legislation. Prepares a variety of documents such as analytical reports, briefing materials, decision memoranda, correspondence and other documents related to the area(s) of assignment. (e) Develops policy options and negotiates and integrates contributions from various departmental offices as well as other USG agencies. Performs analysis necessary to support policy-making officials and ensures implementation of their decisions. (f) Serves as primary source of information on IDP or refugee humanitarian activities in Colombia. Initiates and maintains personal liaison with various individuals in the policy-making chain. (g) Ensures effective execution of program requirements. Establishes systematic methods of program execution,evaluation or advocacy. Assesses humanitarian activities to determine funding requirements. Analyzes budget proposals, prepares justifications/memoranda for recommendation and appropriate officials' approval. Monitors and evaluates various humanitarian programs for effectiveness in relation to the funding expended. (h) Develops, advocates, coordinates, implements, and manages new and established programs; evaluates their effectiveness. Monitors and evaluates program implementation as related to refugees and/or IDPs and risks to the U.S. of program failures, partial successes and unwanted side effects. (i) Undertakes periodic or as needed travel to Andean Regional countries to assess humanitarian assistance needs related to the situation in Colombia. Meets with government officials, international IO/NGO representatives as well as local NGO representatives. Minimum Qualifications: (a) U.S. citizen eligible for State Department security clearance. (b) Bachelor Degree from an accredited institution or equivalent (i.e., Associates Degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). (c)Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. (d) Spanish language ability at the Foreign Service Institute level R/3, S/3 or the Defense Language Proficiency test (DPLT) level 3/3 is required. (e) Ability to effectively communicate information orally and ability to effectively communicate in writing. (f) Experience in working with NGOs or other humanitarian directed organizations. (g) Skill in establishing and maintaining contacts at all levels of NGOs, international organizations, foreign governments and USG agencies. (h) Experience in working with refugee and IDP programs in the field. Specific work in Colombia is desired. Evaluation Criteria: (a) Ability to effectively communicate information orally and ability effectively communicate in writing. (b) Experience in working with NGOs or other humanitarian directed organizations. (c) Skill in establishing and maintaining contacts at all levels of NGOs, international organizations, foreign governments and USG agencies. (d)Experience in working with refugee and IDP programs in the Field. Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
