Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Aviation and Missile Command (USAAMCOM) intends to procure Scientific, Professional, Engineering, and Other Technical Services to support AATD's mission. AATD's mission is to perform research and development and to provide engineering and technical services for developmental and fielded aviation systems. This work includes but is not necessarily limited to design, modeling and analysis, prototype fabrication, and testing in a variety of technical disciplines. Future support to developmental and fielded systems is expected to require far greater specialization and expertise in state-of-the-art and emerging technologies such as: Aerodynamics: Advanced Airfoil/Platforms, Structural Design Criteria, Analytical Tools, Rotor Body Interactions, and Load Predictions; Flight Controls: Helicopter Handling Qualities and Integrated Controls; Structures: Structural Integrity, Light Weight Structures, Inspection/Manufacturing, and Advanced Composite Materials; Subsystems: Detectability, Vulnerability/Safety, Reliability/Maintainability, Combat Maintenance, Logistics Technology, Advanced Radar, IR and Electro-optic countermeasures, Frequency agile laser protection, Mission Equipment, Diagnostics, Target Acquisition, and Ground Support Equipment; Power Systems: Engines and Drive Systems. It is anticipated that requirements will include programs formulated through long-range planning and also those of short duration with limited time for advance planning. A single indefinite quantity/indefinite delivery contract with cost-plus fixed-fee task orders is anticipated. The planned period of performance for this effort is 36 months with an anticipated award date of NLT 26 Oct 2001. The solicitation will be issued subject to the availability of funds. The successful offeror will be expected to be able to handle classified information up to and including secret and have a current SECRET facility clearance and storage capability. The RFP will be made available to potential offerors, not sooner than 15 days following publication in the CBD on the AATD web site at the following URL: http://www.aatd.eustis.army.mil in the section marked "How we do Business" Open announcements and solicitations. The anticipated date of availability is 10 July 2001. This action is 100 percent small business set-aside and will not be open to the participation by foreign firms. The North American Industry Classification System (NAICS) code applicable to this procurement is 541710, the size standard for which is 1500 employees. Oral presentations and review of sample task proposals will be utilized for this procurement. The written past performance information required for the proposal shall be provided to the Aviation Applied Technology Directorate, ATTN Contracting Division (Nannette Cicolini), Building 401, Lee Blvd, Fort Eustis, VA 23604-5577 not later than 20 days from the issue date of the RFP. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency. Notes 1, 13, and 26 apply.
