Description

The US Office of Personnel Management intends to negotiate on a sole source basis with Linda Sundro, 1100 Harvey Road McLean, VA 22101 to provide consulting services for the Office of Combined Federal Campaign (CFC) Operations. The contractor will (1) Complete review and processing of national applications, related appeals and local CFC applicant appeals. (2) Provide a feasibility review to assess requirements for the development of an electronic application system for CFC charities. (3) Review and revise the CFC Audit Compliance Guide. (4) Advise on the re-design of the CFC web site. The contractor will also advise the Director of CFC Operations on general activities to improve upon the oversight of charities applying for CFC participation and of the campaign organizations that manage the CFC funds locally. This position requires a deep understanding of the financial structure of nonprofits and of the public accountability standards imposed by state and Federal regulators on the charitable sector as well as experience and knowledge of the CFC. OPM intends to award a contract for less than 1 year. Ms. Sundro is the only known provider for these services. This is not a request for competitive proposals. However, all interested parties who believe they meet this requirement are invited to submit in writing, within 15 days of publication of this notice, complete information describing their ability to provide these services. Such information should contain pricing information for providing these services. Responses may be mailed to OPM, Contracting Services, ATTN: Judy Brader, 1900 E Street, NW, Room 1342, Washington, DC 20415-7710. The Government does not intend to pay for information provided. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
