Description
The National Park Service has a requirement to renovate 21 athletic fields in southeast and northeast Washington, DC. The requirement includes supervision by a certified pesticide applicator, labor, equipment, personnel, supplies and otherwise do all things necessary in accordance with accepted turf management practices and industry standards to renovate 10 baseball fields and 11 soccer/rugby/football fields. It is anticipated that 8 fields will be renovated in 2001 and the remaining 13 renovated in 2002 and 2003. The period of performance is from Notice of Award through 12/31/01 with two (2) one-year options. The NAICS code is 56172 and the small business size standard is $5 million. To be considered for award, the offeror must be regularly engaged in athletic field turf management including herbicide treatment, core aeration, power seeding, fertilization, liming and grading or if newly entering the field, evidence must be furnished that shows all necessary prior arrangements (written commitments) for licenses, equipment, and personnel have been made. Interested firms will be required to respond to evaluation factors which include both price and technical factors. The primary technical factors are: (1) Past Experience in Athletic Field Renovation. Cite relevant past performance and provide name and address of a minimum of five similar jobs performed that reflect the conditions as stated in the RFQ. (2) Key Personnel. As a minimum, the resume(s) of the General Foremen/Certified Pesticide Applicator to include detailed employment history for the past 5 years and copies of the credentials and licenses. One contractor will be selected for award on the basis of its offer being the most advantageous to the Government, price and other factors considered. No telephone RFQ requests will be accepted. All responsible sources may submit an offer which shall be considered by the agency.
