Description

MTMC: This is a pre-solicitation notice to obtain a rail management IT platform and service bureau that can interface with shippers, receivers, higher headquarters, carriers, car suppliers and maintenance provides. Services to be included are traffic management, fleet management and related logistical services. The system and service requirement is for a web-based, commercial off the shelf (COTS rail traffic and fleet management information technology (IT)) platform that has been in use by commercial providers and customers a minimum of one (1) year. The IT system is to be password protected with multiple levels of detail accessibility for users and managers (like commercial systems). This acquisition will be issued unrestricted as a commercial purchase and awarded using Federal Acquisition Regulation Parts 12, Acquisition of Commercial Items and Part 15, Contracting by Negotiation. The performance period will consist of a 60-day prototype test (to be completed between the opening date of the solicitation and the award date) to demonstrate traffic and fleet management services and traffic management and a base period. The base period of performance will be for 22 months after award with options. The anticipated award date is 1 September 2001. Release of this solicitation will be via the Internet only. No paper copies of this solicitation will be issued. The opening and closing date and time for this solicitation are as follows: Opening Date: 21 June 2001, Closing Date: 6 July 2001 @ 5:00 P.M. When the solicitation is posted, it is imperative interested parties review this site frequently for any updates/amendments. By submission of an offer, the offeror acknowledges that an awardee must be registered in the Central Contractor Registration (CCR) database at www.ccr2000.com prior to award, during performance and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award. All responsible sources may submit a proposal, which will be considered by the agency. North American Industry Classification System (NAICS) code 561510 and size standard $1.0M applies. Clause 52.242-5000, Reporting of Contractor Manpower Data Elements is hereby removed from this solicitation by memorandum from the Director of Defense Procurement dated 5 June 2001. This clause is suspended until further notice. See Note 23.
