NASA/SSC plans to issue a Request for Offer (RFO) for the design, fabrication, inspection, testing, cleaning, packaging and delivery to Stennis Space Center, Stennis Mississippi, E3 Test Complex, one (1) each, spherical, 3,500 psig MAWP, dual service liquid hydrogen peroxide or liquid oxygen, 500 gallon capacity run tank in accordance with specification No. 460GM-GM01, and one (1) each, spherical, 3,500 psig MAWP, liquid jet propellant, 1000 gallon capacity run tank in accordance with specification No. 460GM-GM02. The vessels shall be National Board Registered and code stamped in accordance with the ASME Boiler and Pressure Vessel Code Section VIII, Division I. The vessels shall be suitable for the stationary, exposed, above ground storage of liquid hydrogen peroxide or liquid oxygen and stationary, exposed, above ground storage of liquid jet propellant, respectively. The Period of Performance for this procurement is 120 days. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, or drawings. This acquisition is 100% set aside for small business. The NAICS Code and Size Standard are 332420 and 500 respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award on receipt of initial offer without discussions and to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 40% Cost, 30% Past Performance, and 30% Technical compliance/expertise. FOB is destination. The anticipated release date of this RFO is on or about June 29, 2001 with responses due NLT 4:30 CST, July 30, 2001. All questions with respect to this acquisition shall be submitted in writing to this office not later than July 13, 2001.
